The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking technical expertise and advisory services to support statewide broadband deployment under the Connect Illinois program. The contract will provide financial, technical, operational, and managerial advisory services for broadband infrastructure deployment, with an estimated budget of $2,200,**** over a 10-year period (5 initial + 5 renewal years). Bids must be submitted electronically through BidBuy by July 24, 2026. All agreements will include standard Illinois terms and conditions. Failure to submit required documents, including vendor disclosure and utilization plans, may result in disqualification. The award will be made to the lowest priced responsive and responsible bidder.

Invoicing address is provided, and the awarded vendor shall invoice at the completion of the contract unless otherwise specified. Vendor shall not bill for any taxes unless accompanied by proof that the state is subject to the tax.
The state will award to the lowest priced responsive and responsible bidder whose bid meets the specified criteria. The state will award by lowest overall total price.
A responsible bidder has the capability in all respects to perform the contract requirements and has the integrity and reliability for good faith performance. Bidders must also submit required forms such as vendor disclosure or IPG active registered vendor disclosure.
Protests related to specifications must be received no later than 14 days after the solicitation or addendum was posted. Protests related to rejection of proposals or awards must be received by close of business no later than 14 days after the protesting party knows or should have known of the facts.
Failure to submit required documents, such as vendor disclosure or IPG active registered vendor disclosure, and utilization plans, will render the bid nonresponsive. Corrupted files or failure to ensure files are accessible and legible after uploading also pose risks.
The estimated budget for this 10-year project is $2,200,**** bid comparison purposes, all bidders are required to enter $2,200,**** on the relevant line item.
