The purchasing manager shall not solicit a bid from a contractor who is in default on the payment of taxes, licenses, or other monies due the city. pursuant to nro 578 f, the purchasing manager shall not solicit a bid from a contractor who is in defaulton the payment of taxes, licenses or other monies due the city.

The tentative bid date for the project is Thursday, October 1, 2026.

Prequalification of bidders is required for the Jacks Creek WPCP expansion to 6. 8 MGD project. Completed prequalification applications must be received by Wiedeman and Singleton, Inc. by 4:00 p. m. , local time, Friday, July 31, 2026, to be considered for prequalification.

Prompt delivery is required after receipt of order or as indicated on the purchase order. Receiving hours are 7am to 3pm Monday through Friday. Vendor is required to provide 24 hours notice prior to delivery.

Payment will be processed with a purchase order and the vendors original invoice. All funds for payment by the City of Oswego under this agreement are subject to the availability of an annual appropriation for this purpose.

Contractor shall furnish a written guarantee of the item or items against all defects due to faulty or imperfect workmanship and materials for a period of twelve 12 months, including 100 parts and labor, non-declining. If the manufacturers standard warranty is longer, then that shall apply.

The award shall be made in whole to the most responsive and responsible bidder whose proposal meets the specifications, terms and conditions of this invitation for bid, and whose bid is determined to be the most advantageous to the City of Oswego.

The equipment covered by these specifications shall be furnished by a reputable and qualified manufacturer of proven ability that is regularly engaged in the manufacture and installation of complete rotary scum pipes with actuators. Component suppliers or manufacturers without minimum 5 year integrated full-system design experience will not be considered acceptable.

Failure to deliver as guaranteed may result in termination of the contract and may further disqualify your firm from receiving future contracts for at least two years.

Samples are required to be furnished by the bidder at the request of the purchasing director. Samples are to be furnished at no cost to the city. Some samples may be retained for the life of the contract to verify delivery is in compliance with specifications.

Protests of companies, products or services being offered from competing bidders must be made as soon as possible, in writing, to the division of purchase.

Faxed bids are unacceptable. Bids lacking bid security at the time of opening, when required, will not be responsive and will not be eligible for award. Failure to deliver as guaranteed may result in termination of the contract and may further disqualify your firm from receiving future contracts for at least two years.

The project completion time is 360 calendar days for substantial completion and 390 calendar days for final completion, calculated from the date specified in the notice to proceed.

The warranty for all work completed subsequent to the date of substantial completion expires one year from the date of final acceptance.

Award will be made to the lowest responsive and responsible bidder.

Bidders must not have defaulted on any contract within three years, maintain a permanent place of business, have adequate personnel and equipment, possess suitable financial status, have appropriate technical experience satisfactory to the engineer and division, be registered with the secretary of state to do business in NH, and have performed to the satisfaction of the engineer and division on previous contracts of a similar nature.

Liquidated damages will be in the amount of $1,**** for each calendar day of delay from the date established for substantial completion, and $1,**** for each calendar day of delay from the date established for final completion.

A pre-bid conference will be held on Tuesday, June 23, 2026, at 10:00 AM at the wastewater treatment plant located at 300 Winston Street, Manchester, NH ****.

The owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the agreement and to complete the work contemplated therein. A conditional or qualified bid will not be accepted.

The bid due date is 07/23/2026 at 2:00 PM.

Proposals are solicited from prequalified firms, teams, or joint ventures that were qualified through the Request for Qualifications (RFQ) process.

A site inspection will be conducted on June 23, 2026, at 1:00 PM at 750 Phelps St, San Francisco, CA. Signs will be posted for location within the facility.

The fixed budget limit is $42,000,000.
