Bids are due by 2 PM local time on June 23, 2026, for furnishing rotary scum skimmer equipment for the City of Oswego's wastewater treatment facility. The contract term begins July 1, 2026, and continues until project completion. Award will be made to the most responsive and responsible bidder. Prompt delivery is required after receipt of order. A twelve-month warranty covering parts and labor is required. Alternate brands may be considered if they meet specifications. Payment is subject to fund availability. The City reserves the right to reject any or all bids.
Prompt delivery is required after receipt of order or as indicated on the purchase order. Receiving hours are 7am to 3pm Monday through Friday. Vendor is required to provide 24 hours notice prior to delivery.
Payment will be processed with a purchase order and the vendors original invoice. All funds for payment by the City of Oswego under this agreement are subject to the availability of an annual appropriation for this purpose.
Contractor shall furnish a written guarantee of the item or items against all defects due to faulty or imperfect workmanship and materials for a period of twelve 12 months, including 100 parts and labor, non-declining. If the manufacturers standard warranty is longer, then that shall apply.
The award shall be made in whole to the most responsive and responsible bidder whose proposal meets the specifications, terms and conditions of this invitation for bid, and whose bid is determined to be the most advantageous to the City of Oswego.
The equipment covered by these specifications shall be furnished by a reputable and qualified manufacturer of proven ability that is regularly engaged in the manufacture and installation of complete rotary scum pipes with actuators. Component suppliers or manufacturers without minimum 5 year integrated full-system design experience will not be considered acceptable.
Failure to deliver as guaranteed may result in termination of the contract and may further disqualify your firm from receiving future contracts for at least two years.
Samples are required to be furnished by the bidder at the request of the purchasing director. Samples are to be furnished at no cost to the city. Some samples may be retained for the life of the contract to verify delivery is in compliance with specifications.
Protests of companies, products or services being offered from competing bidders must be made as soon as possible, in writing, to the division of purchase.
Faxed bids are unacceptable. Bids lacking bid security at the time of opening, when required, will not be responsive and will not be eligible for award.
