The Cass County Land Bank Authority is seeking proposals from certified grant administrators for management and third-party administrative services for a $1,500,000 CDBG-funded MLNeighborhood Grant. The grant term is June 1, 2026, to May 31, 2028, supporting up to 30 homeowner rehabilitation projects. The selected administrator will manage outreach, application intake, eligibility verification, environmental review coordination, procurement assistance, financial management, construction compliance monitoring, reporting, and grant closeout. Proposals are due August 3, 2026, by 4:00 PM. The total budget for administration costs, including third-party services, is $225,000, which is a maximum of 18% of the grant award.

Proposals will be evaluated based on cost proposal (20 points), qualifications and experience (40 points), availability and capacity to perform the work (20 points), and proximity and responsiveness (20 points). The controct will be oworded to the responsive ondresponsible proposer whose proposol is determined to be most odvontogeous to thecounty.
The proposal must include a cover letter, company profile, descriptions of previous experience administering CDBG and MSHDA housing grants, a cost proposal, professional references, and proof of relevant certifications. he proposol must include: 1. cover letter: a onepoge letter summorizing the vendors interest ond quolificotions.
