The Town of Darien is seeking proposals for a license plate-based parking system and related services. The system should integrate permits, daily parking, enforcement, ticketing, payments, reporting, and administrative controls. Key requirements include supporting different daily rates by lot, handling permit and daily lot designations, and providing enforcement hardware with scofflaw alerts. Proposals are due by April 23, 2026. The Town will manage commuter customer service. Additional documents required include a cover letter, company profile, response to requirements, implementation plan, pricing proposal, support description, third-party dependencies, references, and a proposal submission form. The Town will review all timely and properly identified proposals to determine responsiveness to the requirements of this RFP. The Town reserves the right to reject any and all proposals, request additional information, seek clarification, conduct interviews or demonstrations, and award a contract to the proposer whose submission, in the Town's judgment, best meets the Town's operational, technical, and financial objectives.
Proposers should provide a company profile and description of relevant experience, and clearly state whether their system satisfies each requirement, identify any exceptions or limitations, and propose an implementation approach, pricing structure, timeline, and any practical recommendations that would improve simplicity, enforcement, administration, or operational reliability.
The deadline for technical clarification questions in writing is April 10, 2026.
