Engineering Consulting Government Bids & RFPs

The bid notice states that firms not currently active in the professional engineering services pool are invited to submit their qualifications to participate, and the qualification submission deadline is June 10, 2026, 3:00 PM CST.

The bid notice does not mention the submission of samples.

Proposals are due on June 18, 2026, at 10:00 a. m. local prevailing time. The initial contract term is from July 1st, 2026, until June 30th, 2027.

Payment terms shall be net 30 days unless otherwise stated by the offeror. All payments will be made in accordance with the Code of Virginia's prompt payment provisions.

The award shall be based on the evaluation of all information as the city may request, with the city selecting the offeror that, in its opinion, has made the best proposal after interviews and negotiations.

The city manager may make such reasonable investigations as deemed proper and necessary to determine the ability of the offeror to perform the services and the offeror shall furnish to the city manager all such information and data for this purpose as may be requested.

In case of failure to deliver goods or services in accordance with the contract terms and conditions, the city manager, after due oral or written notice, may procure them from other sources, and hold the contractor responsible for any resulting additional purchase and administrative costs.

Any offeror who desires to protest the award or decision to award a contract shall submit such protest in writing to the city manager no later than ten days after the award or the announcement of the decision to award, whichever occurs first.

The city manager further reserves the right to reject any proposal if the evidence submitted by, or investigations of, such offeror fails to satisfy the city manager that such offeror is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein.

The RFQ submission deadline is Tuesday, June 9, 2026, at 3:00 p. m.

Fayetteville Public Works Commission will consider and evaluate statements of qualifications in accordance with **** of qualifications will be reviewed by a committee composed of PWC personnel. Qualification packages will be ranked based on this review, which will consider the criteria described above. Fayetteville Public Works Commission will attempt to negotiate a service agreement with the highest ranked firm.

Firms should demonstrate experience in electrical and mechanical systems, specifically substations, system voltage, sub transmission, and distribution of electricity to the power grid, NESC, OSHA, LOTO, and other safety requirements for work within the electric substation and utility space, preparation of gap analysis and recommendations, and preparation of documentation of procedures and processes as it relates to substation equipment.

The consultant will be required to visit all substation locations to prepare the gap analysis.

The question deadline is Friday, May 29, 2026, at 3:00 p. m.

Failure to comply with the page limits will result in automatic disqualification of the submittal. Failure to comply with the eVerify requirements shall be considered a breach of this agreement.
