The City of Kirkland is seeking proposals for public safety personnel services, including background investigations, pre-employment testing, promotional assessment centers, and administrative investigations. Proposals are due by June 22, 2026. Vendors must demonstrate at least three years of experience in each proposed service area and comply with all applicable laws. Questions regarding the RFP process should be submitted by June 15, 2026.

The consultant shall be paid on the basis of invoices submitted. The city will timely pay any undisputed portion of the invoice. In the event of an invoice dispute, the city will timely pay any undisputed portion of the invoice, and the parties will promptly make reasonable efforts to resolve the disputed portion.
The selection will be based on the evaluation of written proposals and potentially interviews, considering statement of understanding (10%), company background and prior experience (10%), experience and qualifications of assigned personnel (20%), scope of work approach (30%), and cost schedule (30%). Vendors must demonstrate a minimum of three years of experience providing each proposed service to public safety agencies or comparable public entities, familiarity with Washington State civil service requirements, and a track record of completing comparable engagements on schedule. Proposals that indicate requested information will only be provided upon selection may be disqualified. Failure to comply with RFP procedures and requirements may result in rejection. A contractor response that indicates that any of the requested information in this rfp will only be provided if and when the contractor is selected as the apparently successful contractor is not acceptable, and, at the citys sole discretion, may disqualify the proposal from consideration.
