Sealed bids are being accepted for the **** cross connection
control program, for non-residential accounts only, expiring December 31, 2027. The city may extend the contract for an additional year. Bids are due June 24, 2025, at 10:00 AM, at City Hall. Bidders must complete all blanks on the provided specification price sheets. The city reserves the right to reject any or all bids or make partial awards. The successful bidder must furnish required bonds and insurance and execute a contract within 10 calendar days of notification. The city may utilize total cost analysis to determine the low bid. Additional information includes detailed contractor responsibilities, including inspections, data management, reporting, and customer notifications. The city will provide an electronic file with logo and letterhead for use on forms and letters, and a copy of its current cross connection program approved by the state. A complete and accurate account facility listing is required. Payment will be made within 45 days of invoicing. Insurance requirements are detailed in the bid documents. Bidders must satisfy themselves of the intent and clarity of the bid and specifications by examination of the documents and a review of the specifications, including addenda. The contractor must obtain insurance per the requirements. The contractor will arrange for an onsite visit and tour of their office facilities at the discretion of the city. Subletting is not allowed. Safety requirements are detailed in the bid documents. Qualifications are documented in or as attachments to the proposal. References are required. Personnel list with qualifications is required. The city may revise the contractor's proposed work plan to concentrate on new and/or higher priority and noncompliant cross connection locations, provided that the total number of annual inspections shall not be changed except by mutual agreement, or contract amendment. The contractor shall not be required to enter into confined spaces. The contractor must use a cross connection
control software package approved by the city. The contractor must provide a proposed inspection plan to the city for review prior to commencing inspections. The contractor must provide detailed phone logs for all incoming calls. The contractor must provide approximately 300 educational cross connection
control brochures annually. The contractor must conduct an onsite annual year-end review meeting each year of the contract to discuss the overall program status and specific program recommendations. The contractor agrees to and shall hold the city of Norton Shores, its elected and appointed officials, and employees harmless from any liability for claims and damages for personal injury or property damage which is caused by or arises from the sole negligence of the contractor in the performance of its services under this agreement. The city of Norton Shores agrees to and shall hold the contractor, its officers and employees harmless from any liability for claims and damages for personal injury or property damage which is caused by or arises from the sole negligence of the city of Norton Shores in the performance of its services under this agreement. In the event that both are found by a fact finder to be negligent and the negligence of both are the proximate cause of such claim for damage, then in such event each party shall be responsible for the portion of the liability equal to its comparative share of the total negligence. The contractor's liability to the city of Norton Shores for any loss, damage, claim, or expense of any kind or nature caused directly or indirectly by the performance or nonperformance of obligations pursuant to this scope of services, and mutually agreed changes in the scope of services, shall be limited to general money damages in an amount not to exceed or within the limits of the insurance coverage provided herein.
