The city of Stephenville reserves the right to accept the bid that will be in the best interest of the city of Stephenville.

A nonmandatory prebid conference is scheduled for Tuesday, January 27, 2026 at 2:00 p. m. at stephenville city hall, 298 w. washington, stephenville, tx ****.

Any questions regarding this bid must be submitted to the purchasing manager at ***@***. *. * by 2: 00 p. m. , thursday, january 29, 2026.

The bid notice states Proposals must be received no later than 10:00 a. m. on tuesday, february 3, 2026.

The proposal received will be evaluated and ranked according to the following criteria: experience 30, work performance 30, capacity to perform 20, proposed cost 20, total 100.

The city is seeking those consultants or firms with the following qualifications: related experience in applying for and managing federally funded local public works construction projects, related experience background with specific project type, certified administrator of txcdbg program by tda.

The delivery date is an important factor of this bid and should be considered during the evaluation process. The city considers delivery time the period elapsing from the time the order is placed until the city receives the order at the specified delivery location.

Award of bid, if awarded, will be made to the lowest responsible bidder or may be awarded to the bidder that offers the goods andor services at the best value for the city. In determining the best value the city will consider the following: a the purchase price terms and discounts delivery schedule. b the reputation of the bidder and of the bidders goods or services. c the quality of the bidders goods or services. d the extent to which the bidders goods or services meet the city specifications and needs. e the bidders past relationship with the city. f total longterm cost to the city to acquire the bidders goods or services g any relevant criteria specifically listed in the specifications. h compliance with all state and local laws, general conditions and specifications. i results of testing, if required. j warranty andor guarantee, maintenance requirements and performance data of the product requested. k citys evaluation of the bidders ability to perform to specifications.

Each bidder shall submit on the form furnished for that purpose a statement of the bidder qualifications. The grant recipient shall have the right to take such steps as it deems necessary to determine the ability of the bidder to perform its obligations under the contract, and the bidder shall furnish the grant recipient all such information and data for this purpose as it may request.

Delays in performance andor completion may result in application of liquidated damages andor cancellation of agreement.

There will be a nonmandatory prebid meeting with the fire chief, building official, director of public works, and prospective bidders on november 10, 2025, at 10am at the stephenville city hall, 298 west washington, stephenville, texas ****.

Any bidder may withdraw their bid, either personally or by written request, at any time prior to the scheduled time for opening bids.
