Firms will be evaluated on the basis of their written responses to this RFP, additional written information as requested by CHFA and oral interviews, if any, including, but not limited to, the following criteria: reputation and experience of firm, ease of use, customizability, ease of implementation, ongoing support, and customer service, data security, fees.

Firms must be qualified to provide a software solution to assist with the management and automation of CHFA's human resource information and functions.

Failure to comply with the requirements of this RFP may result in CHFA's rejection of a proposal.

Contacting CHFA staff or board members other than through the designated channels may be grounds for elimination from consideration.

Submissions must be sent electronically no later than 4:00 p. m. on July 2, 2026.

Firms will be evaluated based on their written response, additional information, and oral interviews, considering demonstrated experience, qualifications, fee structure, desired functionality, implementation plan, initial support, financial stability, and ongoing support.

Firms must be qualified to provide an electronic loan origination system and demonstrate experience and qualifications of their firm and staff.
