MGAA seeks proposals for Jet-A and 100LL Avgas supply, resale, and support. The contract term is initially five years with an optional five-year extension. Offerors must meet minimum requirements including legal authorization in Arizona and demonstrated experience. Proposals must be submitted by September 16, 2026. The contract is awarded based on the best overall value, considering pricing, reliability, and quality assurance. Site tours are optional but encouraged.
Fuel shipments are generally delivered between 5:00 a. m. and 3:00 p. m. any day of the week, unless 24hour prior permission is arranged.
Payment terms shall be no less than net 10, although offeror may provide a discount for a shorter term, up to and including net 7day terms.
The contract will be awarded to the offeror whose proposal is determined to represent the best overall value to MGAA.
Offeror shall: be legally authorized to conduct business in arizona, hold all licenses, permits, and registrations required to sell and distribute aviation fuel in arizona, be in good standing with all applicable federal and state regulatory agencies.
MGAA will conduct a nonmandatory site tour of the airports fuel facilities and other areas relevant to this solicitation.
Any interested person aggrieved in connection with the solicitation of a contract shall protest irregularities in the ifb, rfp, or rfq within three business days from the date the protester knew or should have known of the basis for the protest and, in any case, at least five business days before opening bids or proposals.
An offeror who is currently debarred, suspended, or otherwise lawfully prohibited from any public procurement activity will have its response rejected.
