The Manistee County Land Bank Authority (MCLBA) is seeking proposals for a Phase II Environmental Site Assessment (ESA), an optional Baseline Environmental Assessment (BEA), and a pre-demolition Hazardous Materials Investigation (HMI) at 267 Third Street, Manistee. This property is a former multifamily residence slated for demolition. The project is funded by a state blight elimination grant with a deadline for completion of the Phase II ESA and HMI by June 5, 2026. Proposals are due by May 8, 2026, at 4:00 PM EST and must be submitted via email. The MCLBA reserves the right to contract with a vendor for reasons other than the lowest price. Performance and labor and materials bonds are not required. Payment terms are net 30 days after all required documentation is received.
The Phase II ESA and HMI must be completed no later than June 5, 2026. The BEA, if needed, should be completed as soon as practical after the sale closing date is determined.
The MCLBA intends to pay the submitted contractor invoice with net 30 terms, provided all required documentation has been received.
Contractors will be selected based on the combined cost for the Phase II ESA, BEA, and predemolition universal waste and hazardous materials investigation, as well as the contractors qualifications to complete the work.
The proposal requirements include providing proof of insurance or a letter from the contractor's insurance company indicating insurance can be obtained, and listing the name and work experience of the project site supervisor.
Samples should be submitted to a laboratory accredited by the American Industrial Hygiene Association, using a standard turnaround time (TAT) of one week unless shorter turnaround times are needed to meet the June 5 completion deadline.
