Proposals are requested from qualified contractors.

Failure to provide evidence of insurance coverage in the specified timeframe and prior to beginning of work may result in the termination of the Village's relationship with the contractor.

Negotiations shall be conducted, beginning with the bidder ranked first. If a contract satisfactory and advantageous to the city can be negotiated at a price considered fair and reasonable, the award shall be made to that bidder.

The city may make such investigation as it deems necessary to determine the ability of a bidder to furnish the required services. The city reserves the right to reject any bidder if the evidence submitted by or investigation of the bidder fails to satisfy the city that such bidder is properly qualified to carry out the obligations of a contract.

Any or all bids shall be rejected if there is any reason for believing that collusion exists among the bidders. The city may or may not, at its discretion, accept future bids for the same work from participants in such collusion.

Proposals must be submitted electronically through BidNet and received no later than 12:00 PM MT, August 10, 2026.

Proposals shall be evaluated according to qualifications, experience, capacity and approach, and billing rates.

Proposers must provide a proposer profile, key personnel information with resumes, and identify any current outstanding litigation.

Proposers should attend the pre-proposal meeting which shall take place virtually on July 27, 2026 at 12:00 PM MT. The pre-proposal meeting is not mandatory, but proposers will be held responsible for all information presented at the meeting.

The deadline to submit questions is 12:00 PM MT, July 29, 2026.

Causes for application rejection and disqualification include failure to provide complete information, evidence of collusion or fraud, default or termination of other contracts, delinquent tax obligations, lack of ability to operate, omissions or fraudulent statements, outstanding debts to the city, breach or violation of terms and conditions of existing agreements, or conviction/indictment for certain felonies.

The city anticipates awarding multiple contracts with a maximum compensation amount of three million dollars ($3,000,000) each over a four (4) year term.

Final selection will be based on responses to this RFQ, reference checks, and interviews with an evaluation committee. Scoring is based on development team qualifications (40 points), development proposal (30 points), and financial capacity (30 points).

Respondents must submit a statement of qualifications, applicant qualifications, relevant project experience, preliminary development schedule, references, financial capacity, and leaseup/property management plans. They must also certify statements regarding prior bankruptcy, judgments, lawsuits, staff availability, financial guarantees, adherence to city policies, and not being debarred.

Failure to submit any of the required information may be grounds for rejection of any submission. Proposals may not be withdrawn for a period of 30 days.
