The Massachusetts Department of Agricultural Resources (MDAR) is soliciting proposals to enhance the work of local food policy councils and food working groups. The application deadline is December 9, 2025, at 5:00 PM. The department intends to fund $250,000 in projects, with a maximum award of $20,000 per project. All contracts will end no later than June 30, 2026. Questions must be submitted by email to ***@***. *. * by December 1, 2025, at 2:00 PM. The evaluation will be weighted heavily on the project explanation in the project narrative and the awarding priorities listed in this RFR. The project period is estimated to begin in February 2026. The contractor shall ensure compliance with all applicable federal, state, and local statutes, regulations, ordinances, or other guidance issued to the extent such apply to the project for the duration of any contract awarded under this RFR. The department reserves the right to fund the project in part, add and delete tasks, and ask for clarification on the work plan, timeline, and budget. The department may ask grantees to acknowledge the department as a grantor where appropriate. The department will not accept any late submissions and will not consider late applications due to technical difficulties, so please be mindful of your submission timeliness. The department is especially focused on the following project proposals: projects from local food policy councils that supporting equitable access to food particularly nutritious local food for residents of the commonwealth who have historically experienced food insecurity and lack access to nutritious, local food options and culturally relevant food particularly for gateway cities andor lowincome, low access communities as defined by usdas food access research atlas. projects that prioritize capacity building of groups who are working on systemic, holistic approaches to feeding people and working in sectors throughout the food system. projects that clearly complement or build on the massachusetts local food action plan and work of the massachusetts food policy council with its current focus on building an equitable and resilient food system.
