The Housing Authority of the City of Columbia (Columbia Housing) is seeking quotes from qualified temporary staff agencies to provide front desk security clerks for their high-rise senior buildings. The selected agency will be responsible for recruiting, hiring, employing, and managing qualified public housing residents to perform front desk security and customer service functions. This includes employer-of-record services such as payroll processing, tax withholding, and workers' compensation insurance. The agency must also conduct background checks, reference checks, and verify employment eligibility. Training in basic front desk security, customer service, and de-escalation/conflict resolution will be required. The contract will have an initial term of one year with two one-year renewal options. Proposals must include a company profile, staffing and recruitment approach, screening and vetting procedures, training coordination approach, benefits offered, pricing proposal with upcharge percentage, and references. Proposals will be evaluated based on cost, experience, qualifications, staffing approach, responsiveness, capacity, and compliance with requirements.
The bid due date is Friday, April 17, 2026, at 2:00 PM local time. The approximate delivery date for services is April 24, 2026.
Periodic payments for services shall be provided as negotiated and outlined in the contract document.
Proposals will be evaluated based on cost including markup percentage, experience and qualifications, quality of staffing approach, responsiveness and capacity, and compliance with requirements.
Respondents must submit a company profile and experience, staffing and recruitment approach, screening and vetting procedures, training coordination approach, benefits offered to employees, pricing proposal including upcharge percentage, and references from similar contracts.
Services that do not conform to specifications will not be accepted. Services not provided in accordance with the scope of services may result in the contractors being found in default. In the event of default, all procurement costs may be charged against the contractors.
An optional pre-submittal conference will be held on April 6, 2026, at 2:00 PM at the Columbia Housing Central Office Board Room.
