Proposals must include a cover letter with authorized negotiator information, project approach, client references, resumes and qualifications of proposed personnel, fee schedule, conflict of interest statement, and stipulation to terms and conditions. at a minimum, each proposal must include the following information in sections as outlined below.

Responding firms must demonstrate extensive experience providing municipal ERP project management, implementation oversight, and system selection support for municipalities or public sector clients of similar size and complexity, with expertise in municipal financial systems, data conversion, testing, integrations, and change management.
