Appraisal Government Bids & RFPs

Responses are due no later than May 29, 2026, at 12:00 PM EST. The target period of performance for the delivery of the initial appraisal report is 160 days after award, with the final appraisal report due 15 days after appraisal review and acceptance.

Invoice submission and payment are due 60 days after final appraisal report acceptance by the government.

Respondents shall include their company name, address, unique entity identifier (UEI), commercial and government entity (CAGE) code, point of contact with telephone number and email address, identification of business size and category (ISBEE, IEE), and a capability statement addressing their relevant experience and qualifications.

The appraiser must personally inspect the subject property and verify all market data utilized in the subject value conclusions unless the AVSO review appraiser has approved other conditions in writing.

The final delivery date for the appraisal report is 165 days after award, with an initial target date of 120 days from contract award. The final appraisal report is due 15 days after acceptance of the review comments.

Payment will be made by electronic funds transfer through the Invoice Processing Platform (IPP). Invoices must be submitted electronically and will be paid upon approval and acceptance by the government. The final invoice is due 60 days after final appraisal report acceptance.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award will be made on a best value, trade-off basis, where technical qualifications and past performance are more important than price.

Offerors must hold a current, valid certified general appraiser's license in one state. They must also demonstrate geographical and technical competency, with experience appraising similar properties and experience with USPAP **** expected to contribute must be identified with their qualifications and licenses.

Submissions of questions to this RFQ shall be sent on or before 12:00 PM Mountain Time, May 25, 2026.

The deadline for submitting your Statement of Qualifications is Friday, June 19, 2026, by 4:00 PM local time. Submittals will not be accepted after that time and date, as stated in the RFQ.

The RFQ states that SOQs will be evaluated and ranked based on the following criteria: qualification of proposed project manager (30 points), expertise of firm (30 points), familiarity with WSDOT/FHWA standards (15 points), past performance/references (15 points), and proximity of the firm to Sequim (10 points).

Statements of Qualifications must include the consultant or firm name, phone numbers, mail and email addresses, resumes of key personnel (up to three 3 single-sided **** pages max), and a list of past projects with brief description and reference contact information for each (up to three 3 single-sided **** pages max).

The City of Sequim reserves the right to amend the terms of this RFQ, to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

An on-call contract for consulting services will be awarded to selected respondents in an amount not to exceed $150,****.
