City of Presque Isle and Presque Isle International Airport are seeking statements of qualifications from law firms for special legal counsel services related to PFAS contamination. Services include cost recovery, environmental damage recovery, and insurance recovery. A contingency fee proposal is required. Statements of qualifications are due August 17, 2026. The selected firm will work with city officials and consultants to investigate, evaluate, and prosecute claims. The engagement involves various city-owned facilities, including the airport, former air force base property, landfill operations, and the fire department. Insurance recovery opportunities will also be evaluated. The city reserves the right to reject any or all submissions.
Statements of qualifications must be received no later than August 17, 2026, at 2:00 PM Eastern Daylight Time.
The city requires that all respondents submit a contingency fee proposal. The city is not seeking hourly rate proposals for the primary litigation engagement.
Selection will be based upon qualifications, experience, resources, demonstrated understanding of the city's needs, proposed financial terms, and overall ability to achieve the objectives identified in this RFQ.
Law firms must possess substantial experience, resources, and expertise necessary to represent public entities in complex PFAS-related environmental litigation, including managing large-scale litigation involving multiple parties and extensive technical issues.
Respondents shall submit a sample engagement agreement or professional services agreement customarily used by the respondent for public sector PFAS cost recovery matters.
Submissions that are incomplete, nonresponsive, misleading, or fail to provide requested information may be rejected.
