Proposals will be received until 2:00 p. m. local time on Wednesday, July 15th, 2026. Any proposal received after the time and date specified will not be considered.

Payment will be made in accordance with the terms favorable to Broome County in instances of discrepancy with county and vendor records. The successful vendors will furnish invoicing to the Willow Point Rehabilitation and Nursing Center.

Proposals will be evaluated based on the ability to meet scope of service specifications, responsiveness, thoroughness and overall quality of the proposal, price for proposed services in hourly rate terms, identification of adequate resources to supply said services, and experience in providing services like those described in this RFP. Proposals will be judged upon the proposer's ability to provide services which meet the requirements set forth in the accompanying documents. The county reserves the right to make such investigations as it deems necessary to determine the ability of the proposer to provide services meeting a satisfactory level of performance in accordance with the county's requirements.

Proposers shall not contact any other county officials other than those referenced in this RFP or in accordance with the procedure outlined herein. Any proposer that violates the foregoing provision may be disqualified from consideration.

Sealed envelopes must be submitted by 4:00 PM on July 9, 2026.

The City of Albany seeks a qualified collection agency or law firm with experience and expertise in the enforcement and collection of such fines.

The firm Dr. Amadeo Julian and its local office in Dominican Republic is uniquely qualified to pursue this case in Dominican Republic due to seasoned recovery expertise, commercial legal expertise, and a full understanding of Exim Bank's activities, collection processes, and rules and regulations.

The contractor is required to provide all professional services, including all labor, materials, postage, tools, travel, supervision, and incur expenses necessary that entail the judicial process to undertake the asset recovery scope of work. These efforts will include, as Exim may direct, asset searches, site visits, negotiations, litigation, documentation of agreements, embargoing assets and executing upon assets.
