The City of Fort Collins is seeking proposals for armed and unarmed security officer services. Services may include patrols of city facilities, response to alarms, security at special events, escort services, and security at homeless shelters. Specific requirements include armed security for parking structures and treasury functions. Proposals must be submitted online through the Rocky Mountain e-Purchasing System (RMPS) by 3:00 PM MT on June 18, 2026. All questions must be submitted in writing via email to ***@***. *. * and ***@***. *. * by 3:00 PM MT on May 29, 2026. Responses to questions will be posted as an addendum on the RMPS webpage. Bidders must comply with the City's policy for equal employment opportunity and prohibit unlawful discrimination. Proposals are subject to public disclosure under the Colorado Open Records Act (CORA). New service providers must submit IRS Form W9 and accept direct deposit electronic payment.
The deadline for proposal submission is 3:00 PM MT on June 18, 2026.
The City pays undisputed invoices on net 30 days from the date of invoice submittal.
Service provider warrants all services performed shall be performed with the highest degree of competence and care, and all materials and equipment incorporated shall be new. Service provider warrants all equipment, materials, labor and other services against defects and nonconformances for twelve months from final acceptance.
Service providers will be evaluated on proposal and interview criteria, including understanding of project objectives, methodology, firm capability, assigned personnel, and cost.
Security officers must have a background check going back five years, never have been convicted of a felony, and undergo physical and urine analysis testing before hiring. Minimum of five years of experience working with similar entities is required.
Failure to provide daily or weekly reports will result in a $50 penalty per occurrence. Any inaccurate invoice will be subject to a $100 penalty per occurrence.
The City of Fort Collins has a protest procedure, covering any phase of solicitation or award, available from the purchasing department.
Proposals not submitted by the designated opening date and time will not be accepted. Violation of background check specifications will be grounds to terminate services. Failure to provide a public viewing copy will be considered a waiver of any claim of confidentiality.
