The contractor shall commence work including applying for all needed railroad permits within 10 calendar days following issuance of notice to proceed, shall execute the work diligently, and shall complete all work requirements within 150 calendar days following the receipt of all necessary railroad permits. This time shall include all clean up, demobilization, and other necessary work to return the project area to its final state.

The county inspector will collect material tickets, measure and inspect work completed to date on said job and report to the project manager for payment. A 5% retainage will be withheld from each payment until final payment is made. The owner will only pay for items used and actual work performed.

The contractor shall guarantee all labor and workmanship for a minimum of one 1 year from date of completion.

The contract, if awarded, will be based on total bid price.

Each bidder, by making his bid, represents that he has read and understood the bidding documents and has visited the site and became familiar with the local conditions under which the work is to be performed.

Liquidated damages in the amount of $75 shall be charged to the contractor for each day that the project is delayed beyond the completion date of the contract.

A pre-bid conference is scheduled for 11:00 a. m. , Wednesday, April 1, 2026, in the Macon-Bibb Board Procurement Conference Room. This pre-bid is not mandatory.

Deadline for submission of questions is Friday, April 3, 2026, at 3:00 p. m. standard eastern time.

The bid notice states that the response due date is April 10, 2026, 5:00 PM ET.

The bid notice requests information on certifications and qualifications of reporters, such as RPR, CRR.

The bid due date is April 16, 2026, at 2:00 p. m. , and the public bid opening is on April 16, 2026, at 2:15 p. m.

Payment terms are net forty-five (45) days, subject to any discounts for prompt payment, with ten percent (10%) retainage held from each pay application.

The contractor warrants that materials and equipment furnished will be new and of good quality, and the work will be free from defects and conform to contract requirements. The warranty period is one year after substantial completion.

Bidders must be responsible and responsive contractors, capable of performing successfully under the contract, and must submit a bidders checklist including a bid bond, surety letter, business licenses, and IRS form W9.

The contract documents mention liquidated damages for failure to achieve substantial completion, assessed at $45,**** per month. Penalties for making false statements in offers are prescribed by federal law at 18 ****.
