The Town of Scituate, Rhode Island is soliciting proposals from qualified fencing contractors for fencing improvements at the town animal shelter and associated recreation facilities. The project includes reconfiguration of a baseball field, installation of a southern property fence, renovation of exercise runs, and replacement of existing kennel fencing. Minimum fence material specifications include 9-gauge galvanized steel chain link fabric, 2-inch diamond mesh, knuckled safety selvage, and Schedule 40 steel posts and rails. A mandatory pre-bid conference will be held on June 2, 2026, at 11:00 AM at the Scituate Animal Shelter. Sealed bids are due no later than June 15, 2026, at 1:00 PM EST. Bids must be submitted in a sealed envelope clearly marked with the bidder's information and project name. Contractors must submit company qualifications, references, insurance documentation, project schedule, and detailed pricing by project section. The town reserves the right to reject any or all bids and to accept the bid deemed to be in the best interest of the town. Successful bidders will be required to submit a W9 form and proof of insurance, including general liability, auto liability, workers' compensation, and professional liability. A performance bond is not required. Bidders must honor their submitted bid for 60 days. Prevailing wage requirements apply. The contract will be awarded within a reasonable time after bid opening, and the contract shall be signed within 30 days of acceptance. Work must commence within 30 days of contract signing.
The bid proposals must be received no later than Monday, June 15, 2026, at 1:00 PM EST. The company shall commence work within thirty 30 days of the signing of the contract.
Consideration in the awarding of the contract will be given to price, experience and competence of the bidder, the nature and size of the bidders organization, and quality of similar projects it has performed and completed in the past and a determination by the town that the company has the ability to complete the work. The town reserves the right to award the contract to other than the company submitting the lowest dollar bid after careful analysis of additional factors outlined in the contract and project specifications.

The town will consider the experience and competence of the bidder, the nature and size of the bidder's organization, and the quality of similar projects performed.

Incomplete bid forms may be cause for disqualification of the bid. Bids that are renumbered or resequenced may be cause for rejection if all information cannot be easily found and identified. Proposals submitted in unmarked envelopes, which are opened by the town in its normal course of business, will not be accepted.
