Letters of submittal must be received no later than Wednesday, August 5, 2026, at 2:30 PM.

Payment will be made upon completion of the project.

Letters of submittal will be evaluated and ranked based on the applicants most likely to meet the needs of the county and satisfy the requirements, including ability to provide license and insurance, ability/capacity/skill, experience of personnel, past involvement with similar projects, references, and overall quality of submittal.

Applicants must be properly licensed, have at least three years in business with related experience, demonstrate ability with engineered septic systems, and provide three professional references and proof of insurance.

An applicant may be denied prequalification if their capabilities or qualifications beyond licensure do not meet the RFQ requirements.

Proposals must be submitted no later than 2:00 PM on Tuesday, August 11, 2026.

Unless otherwise stated, payment will be made within thirty (30) days of delivery and acceptance by the City of Kingsland.

The award will be based on a total score of 100, with criteria including experience (25), strength of overall proposal (20), technical consideration (20), references (15), and fee proposal (20).

Firms must be qualified to provide architectural design and construction administration services for the construction of a new fleet garage facility.

Failure to execute the contract or provide required documents by the specified time may be just cause for the annulment of the award.

Substantial nonconformity in the offer, as determined by the City of Kingsland, shall be deemed nonresponsive and the offer rejected. Failure to execute the contract or provide required documents by the specified time may be just cause for the annulment of the award.

Bids are due by 4:59 PM on Monday, August 3, 2026. The contract period is expected to be 24 months from the date of execution, with potential extensions. Infrastructure must be completed and housing units built and occupied by December 31, 2030.

Project Manager will submit monthly invoices, which shall be paid within 30 days. The fee will not exceed $180,000. Project Manager is responsible for expenditures above agreed amounts.

Bids will be evaluated based on ability to provide services, experience with similar work, qualifications of staff, and total cost. The city may consider substantial performance, ability/capacity/skill, character/integrity/reputation/experience/financial resources, and quality/availability/adaptability of service. The city reserves the right to accept the bid deemed in the best interest of the city, even if not the lowest bid.

Respondents must be qualified and have proven track records in managing similar projects, providing references. They must have an active SAM. gov account and UEI registration. Staff qualifications will be considered.

The city may terminate the contract for reasons such as failure to proceed expeditiously, failure to begin or pursue work, discontinuation of work, failure to make payments to subcontractors, disregarding directives, or substantial breach of contract. The city may also reject any and all proposals.
