The Railroad Commission of Texas (RRC) is seeking qualified entities to provide high hydrogen sulfide (H2S) well plugging and related services. The solicitation is a Request for Qualifications (RFQ) with proposals due by May 5, 2026. Services will be performed in RRC Oil and Gas Division Districts 1, 5, and 6 in the eastern part of the state. Respondents must meet minimum qualifications, including having an active organization report form P5 on file with the RRC, being an approved cementer or using one, demonstrating successful performance of similar services, owning or leasing necessary equipment, and being financially solvent. The contract term is one year with potential for three one-year renewals. The RRC reserves the right to award multiple contracts. Respondents must submit their proposals in a specific format, including various attachments detailing their qualifications, experience, equipment, and approach. The evaluation criteria will include organization of the response, qualifications, fees/cost, and overall clarity. Federal terms and conditions, including Davis-Bacon Act requirements, may apply to federally funded work orders.
The proposal due date is May 5, 2026, no later than 2:00 PM CT.
Payment requests shall be submitted upon respondents completion of and RRCs acceptance of work. Payments will be made in accordance with Texas Government Code Chapter ****, within thirty 30 days from receipt of a complete, correct, and approved invoice.
The RRC will award contracts to respondents whose proposals are considered to be the best value to the state, based on weighted criteria including organization of response, qualifications, fees/cost, and overall clarity and responsiveness.
Respondents must have an active, current organization report form P5 on file with the RRC, be an approved cementer or use one, demonstrate successful performance of high hydrogen sulfide (H2S) well plugging services, own or lease necessary equipment, and be financially solvent.
Failure to meet service requirements and/or specifications authorizes the RRC to procure services elsewhere and charge any increased costs to the contractor. Late invoices will be assessed an administrative surcharge of **** per day, capped at $2,**** damages of **** per calendar day per incomplete work order may apply.
An optional pre-submittal conference will be conducted, and respondents are strongly encouraged to attend.
The solicitation does not indicate a requirement for sample submission.
