The U. S. Department of Education is seeking qualified entities to serve as Regional Educational Laboratories (RELs) for a 60-month contract period, starting January 1, 2027. The REL program aims to support education stakeholders in using data and evidence to improve educational outcomes. Key activities include conducting applied research, designing and implementing training, coaching, and technical support, and disseminating research findings. RELs will establish and convene governing boards, develop annual work plans, and submit monthly progress reports. Personnel security clearances are required. Collaboration with other technical assistance providers and partnerships with state and local education agencies are crucial. RELs will develop logic models and measurement plans to track progress. Dissemination efforts will include website content, events, newsletters, blogs, and social media. The contracts will be firm-fixed-price with cost-reimbursable travel limited to a percentage of the contract value. Performance will occur at the contractors' places of business.
The period of performance for this contract is one 12-month base period followed by four 12-month option periods, for a total of five years. The initial base period is anticipated to begin on January 1, 2027.
