The bid notice states that offerors must have an active registration in the System for Award Management (SAM) prior to the lease award date, and offerors must be registered for purposes of all awards, including completion of all required representations and certifications within SAM. The sealed responses must be received at the office of the Director of Finance by 11:00 a. m. EST on Thursday, April 02, 2026. Responses received after this date and time will not be considered.

Responses will be evaluated and scored based on commission structure (40 points), experience and qualifications (40 points), and key personnel and resources (20 points). The contract will be awarded to the agency whose proposal is determined to be in the best interest of the town.

Agencies must be Connecticut licensed professional real estate agencies with a minimum of five years of previous experience with proven effectiveness in pertinent real estate experience. They must demonstrate the capacity to handle real estate of different types and experience in assisting similar entities, including government agencies. A brief resume for each key person and at least three references are required.

Any violation of the terms, conditions, requirements and/or nonperformance of the agreement resulting from this RFQ/P shall result in immediate cancellation.
