This is a solicitation for a firm-fixed-price contract for the replacement of flooring in the cath lab and dietetics services kitchen spaces at the VA Sierra Nevada Health Care System. The procurement is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be registered on SAM. gov and certified as an eligible SDVOSB. A pre-proposal site visit is mandatory. Questions must be submitted by May 27, 2026. Proposals are due by June 12, 2026. An offer guarantee in the form of a bid bond is required. Performance and payment bonds will be required from the successful offeror. The government intends to award without discussions, but reserves the right to conduct them. The basis for award is the lowest priced proposal that is responsive to the solicitation.
The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. Project completion date is 90 calendar days after the notice to proceed NTP is issued.
The contract resulting from this solicitation will be awarded to that qualified offeror whose offer, conforming to the solicitation, is determined to have the lowest-priced offer and is determined to be the most advantageous to the government considering only price.
All offerors must have current registration on sam. gov and the U. S. Small Business Administration SBA small business search website as a certified eligible SDVOSB prior to RFP evaluation and prior to award.
A pre-proposal site visit is scheduled for May 20, 2026, at 1:00 pm PT. Meet up location will be the flag poles at main entrance off Kirman Street.
Protests, as defined in FAR ****, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office GAO, must be served on the contracting officer identified in the solicitation by obtaining written and dated acknowledgment of receipt from them.
A proposal will be rejected and will not be considered for an award if offerors SDVOSB/VOSB status cannot be verified at the time of submission of proposal and prior to award.
