This is a Request for Information (RFI) for an Integrated eNotifications Service Pilot via Direct Secure Messaging. The Veterans Health Administration (VHA) is seeking information on services that provide near real-time alerts for admission, discharge, and transfer (ADT) events occurring in community settings. The VHA requires a solution that leverages multiple notification networks to achieve comprehensive visibility into veteran care events. Responses should include company name, address, point of contact, phone number, fax number, email address, company business size and status, intent and ability to meet set-aside requirements for veteran small businesses, available personnel and financial resources, proposed team members, subcontracting plans, NAICS codes, socioeconomic data, Unique Entity Identifier (UEI), existing contractual vehicles, provider network coverage, ability to support direct messaging, other secure sharing options, estimated timeframe for notifications, general pricing model, and rough order of magnitude (ROM) for providing services for up to six VAMCs and approximately 82,000 patients. Vendors should also indicate if their service is FedRAMP authorized or in the process. Technical comments and recommendations on the draft Performance Work Statement (PWS) are also requested if the draft PWS is not sufficiently detailed. Responses are due by 2:00 PM EST on May 4, 2026, via email. Proprietary information should be marked. The email file size shall not exceed 5 MB.
Responses to this RFI are due no later than 2:00 PM EST on May 4, 2026.
Interested vendors shall at a minimum, provide the following information in the initial paragraph of the submission: name of company, address, point of contact, phone number, fax number, email address, company business size and status for SDVOSBs and VOSBs, your company's intent and ability to meet the set aside requirement in accordance with VAAR **** JAN 2023 Deviation VA Notice of Total SDVOSB and 13 CFR **** response shall include information as to available personnel and financial resources, proposed team members and the PWS requirements planned to be subcontracted to them, which must include the prime planned percentage or the names of the potential team members that may be used to fulfill the set aside requirement. NAICS code(s), socioeconomic data, unique entity identifier (UEI), existing contractual vehicles (GWAC, FSS, or MAC). Please describe your provider network coverage and provide a network providers/participants list for pilot locations listed in D who currently utilize your eNotification services. What is your ability to support direct messaging (VA's current preferred method)? Describe other secure sharing options available for future consideration. What would you estimate to be the timeframe which VA would receive the eNotifications? Please describe your general pricing model and a rough order of magnitude (ROM) for providing eNotification services for up to six (6) VAMC's. Is your service FedRAMP authorized or in the process? Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the software development and production operations support services to be performed under this effort? If no, please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost-effective effort.
