Offers are due by 11:00 AM CST on July 21, 2026. Delivery is required no later than November 30, 2026.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted in arrears upon acceptance of the product. Payment will be made in accordance with the prompt payment act.

The contractor shall provide a manufacturer's two-year, free replacement warranty on units with normal wear and tear, including free return shipping, from the date of delivery.

Offers will be evaluated based on technical capability, past performance, and price, with technical and past performance considered significantly more important than price alone.

Offerors must be registered in the System for Award Management (SAM) and, if applicable, verified in SBA Small Business Search. Vendors must be an authorized distributor and submit an authorized distributor letter from the OEM with their quote.

Offers from unverified firms will be considered nonresponsive and ineligible for award. Failure to submit required documentation, such as the authorized distributor letter, may also lead to disqualification.

The delivery schedule must be included in the offer packet. The period of performance is 90 days ARO (After Receipt of Order).

Oral offers will not be accepted. Telephonic questions will not be accepted or returned.

Bids must be received electronically by June 18, 2026, 3:00 PM. The final book delivery is expected by August 01.

Payment terms are Net 30 after receipt of properly executed invoice or delivery and acceptance, whichever is later.

The manufacturers standard published warranty and provisions shall apply, unless more stringent warranties are required. Bidder guarantees products will not infringe upon any valid patent or trademark.

Bids will be evaluated based on responsiveness to specifications, base bid section plus optional prices, and samples, data, and documents representing quality of work and capability.

The university reserves the right to verify contractors qualifications and to request references. Bidders must be capable of performing all required work in their plant.

If books are not received by August 01, the university may deduct $200 from the contract price for each day of delay, as liquidated damages, unless the delay is due to circumstances beyond the printer's control.

A mandatory two-day inspection visit to the plant is required for two persons during the yearbook press run, with allowances to view pages and/or cover in process and to meet with the designer to plan the cover for the following year.

Each bidder should submit three samples of 9 x 12 inch university or college yearbooks printed in their plant in 2019 or 2020.

Failure to meet mandatory bid requirements, submitting bids on other forms, not specifying brand and model number, or not submitting descriptive information may cause bid rejection.

Bids are sought from qualified printing firms.
