This is a Request for Proposal (RFP) for design-build architect engineer (AE) and construction services for the National Mine Health and Safety Academy (NMHSA) in Beaver, West Virginia. The project involves renovation of the F building and the Butler building, including selective demolition, reconfiguration, and renovation of interior and exterior spaces. The period of performance is 365 days after award. This is a total small business set-aside. Site visits are allowed but not covered by the government. Proposals are due by June 5, 2026, at 12:00 PM ET. Award will be based on a tradeoff source selection process, considering technical capability, experience, past performance, and price. Technical capability and experience are more important than past performance, and all non-price factors are more important than price.
The period of performance shall be upon receipt of award to 365 days after award.
The bid notice indicates that payment will be made by the government and refers to various FAR clauses related to payments, such as FAR ****, FAR ****, and FAR ****, which detail payment procedures for fixed-price contracts and accelerated payments to small business subcontractors.
The vendor shall guarantee all labor, materials, and vendor furnished equipment provided under this contract for a period of no less than one year from the final acceptance approval date for all work under this contract.
The government contemplates award of a single contract resulting from this solicitation to the responsive, responsible vendor whose proposal conforms to the solicitation and is most advantageous to the government based on the best overall proposal that is determined to be the most beneficial to the government, with appropriate consideration given to the four evaluation factors: technical capability, experience, past performance, and price. Factor 1 technical capability and factor 2 experience are more important than factor 3 past performance. All nonprice factors are more important than factor 4 price.
The vendor must be registered in the System for Award Management (SAM. gov) to be eligible for award. Proposals must demonstrate sufficient detail for the government to evaluate the vendor's understanding of the SOW and their expertise and qualified resources. For subcontractors, evidence of SBA or SAM registration is required to demonstrate they are similarly situated entities or that the prime will perform more than 50 percent of the work.
The bid notice does not explicitly detail specific penalties for non-compliance, but it does mention that the government reserves the right to perform necessary repairs and back-charge the vendor if the vendor fails to comply with guarantee provisions. It also references FAR clauses that may impose penalties or liquidated damages.
Site visits are allowed, but the government will not cover any costs associated with them. To schedule a site visit, coordinate with Alicia Jackson via email at jackson. alicia. m@dol. gov.
The bid notice does not specify a deadline for challenging the bid or award.
The bid notice implies risks of disqualification for non-responsive or non-responsible vendors, failure to meet proposal submission requirements, or failure to comply with various FAR clauses and regulations, including those related to business ethics, conflicts of interest, and security requirements.
