This is a justification for other than full and open competition for architect engineer (AE) construction period services (CPS) for demolition, construction, and inspection of construction work. The contract will be firm fixed price. CPS services may include participation in prebid and preconstruction conferences, answering requests for information (RFIs), reviewing submittals, providing expert insight into AE design documents, preparing additional drawings and specifications, and completing site visits. The estimated value is $90,457. 60. The government plans to sole source to Apogee Consulting Group, P. A. , a service-disabled veteran owned small business (SDVOSB) and the designer of record, under VAAR **** research was conducted, and a presolicitation notice was posted. The contracting officer will determine the anticipated cost to be fair and reasonable through negotiation, comparing it to the independent government estimate and previous contract pricing. Future SDVOSB sole source awards may be rotated to other responsible SDVOSBs.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and nonpersonal services necessary to provide the procurement and installation (PI) and/or the maintenance and service (MS) of proprietary Siemens building automation systems Desigo/Apogee building automation system (BAS). The ordering period for this contract is sixty 60 months, comprising of a three 3 year base period and one 1 two 2 year optional periods. The capacity of the SATOC is 630M. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. The quality control (QC) plan shall be submitted within 30 calendar days after contract award. The government will evaluate the contractors performance under this contract in accordance with iaw with the quality assurance surveillance plan (QASP) and will include an evaluation of the contractors performance. The contractor shall provide a PGM who shall be responsible for the performance of the work. The contractor shall submit documents in the following format in the table 1 below and will be tracked through RMS 3. 0 within thirty days of base contract award to the UMCS program manager. The contractor shall keep records/logs/checklists of all PM inspections that are performed that track the following at a minimum: date and time of inspection, asset name, asset tag information, locations, work performed, any parts replaced, and if there are any corrective issues required from the inspection. The contractor shall warrant all products and services provided under each TO, material and labor, for a period of one year from the date of government acceptance i. e. successful PVT, or the offerors standard commercial warranty period, whichever is greater. The contractor shall comply with the requirements of DFARS clause ****, as applicable. For performance requirements that involve contract personnel accompanying or supporting US armed forces deployed outside the US, the contractor shall comply with the requirements of DFARS clause ****, as applicable. The contractor shall comply with the requirements set forth in FAR clause **** Employment Eligibility Verification and FAR subpart **** in using the E-Verify program. The contractor shall provide the government representative with documentation of requisite certifications prior to performing on the contract. The contractor shall prepare the POAM based on the findings and recommendations of the security control assessment results and submit to CEHNC and the system owner for review and approval. The contractor shall allot 15 days for POAM development and 30 days for CEHNC and system owner review and approval. The contractor shall allot for 25 days for the PAC review prior to submission to the AO for the final security authorization determination. The contractor shall allot 10 business days for the final AO security authorization determination i. e. , ATO. The contractor shall follow the network service providers criteria and process for ATC. 60 days should be allotted for completion.
