Offers must be submitted via email by June 09, 2025, 3:00 PM local Philadelphia time. Email size limit is 10MB. Proposals submitted via DIBBS upload are prohibited. The DLA Troop Support Subsistence Directorate intends to solicit and award a contract for the supply and direct delivery of beverage base bag-in-box products. The contract will be a fixed-price indefinite quantity contract, with deliveries scheduled by placing orders with the contractor. The government may add, delete, or replace items on the contract as customer needs change by written notification. Navy customers will order CO2 separately. The acquisition will be solicited on a full and open competition basis.

The solicitation is for providing noon meals to armed forces applicants at the Atlanta Military Entrance Processing Station (MEPS). The period of performance is from August 1, 2025, or the date of contract award, whichever is later, through July 30, 2026, with two one-year option periods. Market research for beverage base acquisition. Interested parties are requested to provide company information and indicate intent to participate in the bidding process. Responses, questions, or concerns regarding customer support are due by close of business on Thursday, March 13, 2025. A schedule of items (attachment 1) outlines categories of items (carbonated and non-carbonated) with common flavors. Offerors will specify their specific flavors/products for each category. The contract period will be for fifteen (15) months or seven million dollars ($7,000,****), whichever comes first. Successful offerors will supply dispensing equipment, CO2, and service to all customers. Subcontracting plan may be required dependent on offeror's business size.
