The project involves HVAC renovation for the Community Market and Armory, including VRF system replacement, air handling unit installation, and steam heating system replacement with hydronic heating and digital controls. The owner shall make partial payment on a monthly basis to the contractor in accordance with the contract documents on the basis of a duly certified and approved estimate of work performed during the preceding calendar month by the contractor, less five percent 5 of the amount of such estimate which may be retained by the owner until all work has been performed strictly in accordance with the contract documents.
The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.
Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including, without limitation, financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.

bidders are requested and expected to visit the site of the project to alert themselves to local and special conditions which may be encountered during construction of the project such as: labor and transportation, handling and storage of materials, the availability of materials, and site access.
Failure by the lowest responsive bidder to sufficiently satisfy the city of its ability to meet any of the above requirements may serve as grounds for rejection of the bid.
