Blackwater Government Bids & RFPs

The contract for this timber sale will be for a duration of 24 months.

Bids must be received by 3:00 PM, August 19, 2026.

The owner shall make partial payment on a monthly basis based on certified estimates, retaining 5% until all work is completed and accepted. Final payment will be made within 90 days after satisfactory submission of all payrolls, material bills, and other costs.

The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.

Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.

Liquidated damages of $1,**** per day will be assessed for each day that expires after the time specified for completion.

An optional prebid meeting will be held virtually on July 29, 2026, at 10:00 AM EST.

Protests to award a contract must be in writing and received by the City Manager not later than five business days after announcement of the award or decision to award.

Failure to document and report DBE contacts on the Equal Opportunity Report Statement may be a basis for rejection of the bid as nonconforming. Any changes, erasures, modifications, deletions in the bid form, or alternate proposals not specified in the advertisement for bids may make the bid irregular and subject to rejection.

Sealed proposals will be publicly accepted prior to 4:00 p. m. , July 24, 2026. proposals received after the stated due date and time shall not be considered

Rent will be billed monthly, quarterly, or annually, with a net 30 days due date. all rent billed will have a net 30 days due date.

Proposals will be evaluated based on demonstrated understanding of services, proposed approach, vendor experience, staff qualifications, products offered, proposal clarity, and pricing for rental. price shall be considered, but need not be the sole determining factor.

Offerors must demonstrate knowledge of concession operations, food safety, proper licensure, contract relations, adequate staffing, and financial stability. each offeror must clearly identify their knowledge of permanent andor seasonal concession operations, food safety practices, proper licensure, contract relations, adequate staffing levels, and demonstrate financial stability.

Violations of stipulations, such as selling alcoholic beverages, may result in immediate termination of the contract. any violation of this stipulation may result in immediate termination of the contract.

Failure to submit proposals by the deadline, making materially false statements on certifications, or failing to notify the city of events that might render certifications untrue can result in disqualification or contract cancellation. vendor further acknowledges that making a materially false statement on this certification or failing to notify the city of lynchburg when such certification may become untrue may result in immediate cancellation of the contract.
