Firms must be registered with the SEC and MSRB as a municipal advisor, ranked in the top 50 of financial advisors of long-term issues by The Bond Buyer's Red Book, and demonstrate expertise in various public debt financing vehicles. he firm is registered with the sec and the municipal securities rulemaking board msrb as a municipal advisor. please provide documentation such as the sec file number, msrb id number and copies of the certificates. b. demonstrate that the firmperson is ranked in the top 50 of financial advisors of longterm issues based on the most recently available the bond buyers municipal marketplace known as the red book.

Firms submitting incomplete information or not following content and format guidelines may be disqualified. firms submitting incompleteinformation or that do not follow the content and format guidelines described below maybe disqualified without further consideration.

A contract or purchase order will be awarded to the responsive and responsible bidder whose bid, conforming to the invitation for bid or documented quote, will be most advantageous to Colorado State University, price and other factors considered.

In the event of sellers failure to deliver as and when promised, the university reserves the right to cancel its purchase order or contract, or any part thereof, and seller agrees that the university may return all or part of any shipment so made and may charge seller with any loss or expense sustained as a result of such failure to deliver as promised, not as a penalty but as liquidated damages.

Samples of items, when requested, must be furnished free of expense to the university, and if not destroyed by testing, will be returned at the bidders request and expense.

Failure to provide requested information may result in disqualification.

Offerors must be qualified to serve as a development partner for planning, financing, development, and implementation of projects. soliciting qualifications ( rfqs) from qualified offerors to serve as a development partner

Proposals are due by June 17, 2026, at 12:00 PM Eastern Daylight Time.

The customer is prepared to provide sufficient capital injections each year to meet the TELP payment, as savings guaranteed by JCI are not sufficient to service the TELP payment.
