The Texas Juvenile Justice Department (TJJD) is seeking proposals for the replacement and installation of the control panel sally port at the Evins State Juvenile Correctional Facility. The selected vendor must have demonstrated expertise in secure gate and access control systems. The project includes providing all labor, materials, equipment, and supervision. Key requirements include vendor qualifications, a detailed work plan, personnel qualifications, and adherence to specific deliverables and training. Proposals are due by May 22, 2026. Two mandatory site visits are scheduled for April 22 and April 23, 2026. The contract will be awarded based on the best value to TJJD.
The estimated completion date for the project, including installation and full operation of the control panel and gate controllers, is May 1, 2027. Specific deliverables have estimated due dates, such as the preconstruction meeting on August 7, 2026, and material ordering and delivery by August 31, 2026. The contract term is from June 31, 2026, to June 30, 2027.
Awarded respondents will submit invoices to the TJJD claims department via email or mail. Payment will be made within thirty (30) days from receipt of a correct and itemized invoice or billing statement. Payments are contingent upon the availability of appropriated funds.
The vendor shall state the manufacturer's warranty offered for the proposed equipment, including the number of years of coverage for parts and labor.
Selection of proposals for award will be based on the best value to TJJD. The evaluation will consider relevant experience and qualifications (25 points), methodology, budget, schedule compliance, quality controls, and safety (15 points), pricing (30 points), quality control and safety programs (10 points), and goods provided (20 points).
Respondents must submit a list of previous projects demonstrating qualification, including at least ten projects in the last five years, project names and locations, contact information, square footage, number of devices, and system platform types. An up-to-date and valid statement of qualifications for assigned personnel and manufacturer certifications for the contractor and installers are also required.
The contract may be terminated for cause due to vendor default or breach, with TJJD having the option to terminate immediately. Vendor will be liable for all costs and expenses incurred by TJJD in enforcing remedies. Failure to comply with specific clauses, such as the E-Verify program or data breach notification, can lead to contract termination and other sanctions.
There will be two mandatory site visits held on April 22, 2026, at 10:00 AM CT and April 23, 2026, at 1:00 PM CT at the Evins State Juvenile Correctional Facility. Failure to attend either mandatory site visit will result in the bid being considered non-responsive.
Respondents are required to provide samples of standard case management and management reports.
Any actual or prospective bidder, offeror, or respondent who considers themselves aggrieved may formally protest to the Chief Financial Officer (CFO) or their designee in writing within 10 workdays after the protesting party knows, or should have known, of the occurrence of the action that is protested.
