The selection of a public defender will be based upon the proven and potential ability of the proposer to comply with all standards and ensure the client receives the best representation possible. The city will also consider the completeness of the written proposal, the qualifications of the specific individuals proposed for assignment, the proposer's history of successfully fulfilling contracts of this type, experience in similar work, as well as the competitiveness of the fee structure proposed.

An individual or firm desiring to be considered for services must submit at least one emailed copy and the proposer may submit two hard copies of the proposal. Proposals must include the names and Washington state bar numbers of the attorney or attorneys who will be providing public defense services, their areas of responsibility, specific experience of attorneys relative to the proposal, disclosure of any litigation or judgments rendered against the attorney or firm, days and hours of availability, and references.
