Traffic Ticket Government Bids & RFPs

Proposals must be submitted to the UAPB Procurement Office on or before August 20, 2026, by 11:00 AM CST. Late proposals may be returned without review.

Payment will be made in accordance with applicable State of Arkansas accounting procedures upon acceptance of goods and services. Invoices should be forwarded to the Accounts Payable Department, University of Arkansas at Pine Bluff, **** N. University Drive, Mail Slot ****, Pine Bluff, AR ****.

The contract will be awarded to the company that receives the highest score based on a combination of technical evaluation (history and past performance, marketplace, responsiveness, interview) and cost, aiming for the best value.

Bidders must be licensed as a class B, C, or G security company with the Arkansas Security Services Contractors License Board for a minimum of three years, have a clean compliance record, and possess an established office in Pine Bluff, Little Rock, or within a 60-mile radius of Pine Bluff. Armed guards must be 21 years or older, and unarmed guards must be 18 years or older.

Failure to comply with mandatory requirements may result in breach of contract, termination, and potential disqualification from future bids. The contract administrator may assess reasonable charges against the contractor's performance security for defaults.

A mandatory pre-bid conference will be held on August 5, 2026, at 1:00 PM CST at the Facilities Management Building, **** L. A. Prexy Davis Drive, Pine Bluff, AR 7****, which includes a site walk.

Proposals may be rejected if they are late, do not comply with all provisions, take exceptions to requirements, or if the contractor fails to attend the mandatory pre-bid conference.

Proposals are due April 13, 2026.

Proposals will be evaluated based on vendor experience, operational approach, customer service strategy, parking technology capabilities, and cost effectiveness.

Vendor must demonstrate experience managing institutional or healthcare parking operations, experience managing large parking facilities, ability to implement parking enforcement programs, and strong operational reporting capability.

Submissions that are incomplete or fail to meet the specified requirements may be rejected without review. Knowing and willful violations of State Finance Law provisions can result in disqualification.

Submissions will be received until 1:00 PM, August 24, 2026.

Standard payment terms are net 30 days from receipt of properly executed invoices. The city's preferred fee model is that all fees paid to the awarded company will come exclusively from the revenue collected from violations.

Evaluation will be based upon the specialized experience of the individuals or firms and its their assigned personnel on similar projects, the firms understanding of and technical approach to the project, the content of the firm and its consultants, support staff, etc. and their ability to work effectively together and with the city staff, the firms schedule, including milestones in the process, the firms ability to perform the work in a timely manner, clarity, organization, and effective presentation of submittal, and review of references listed.

Proposals are sought from qualified firms to design, implement, operate and maintain an automated traffic enforcement safety device (ATESD) program.

Findings of noncompliance with applicable state and federal equal opportunity laws and regulations could be sufficient reason for revocation or cancellation of this contract.
