Payment Arrangement Government Bids & RFPs

The period of performance for the services is October 1, 2026, to September 30, 2027. Services will be provided on an as needed basis, with arrangements to be provided within 1 business day of request.

Payment will be made per **** Payment by Electronic Funds Transfer (EFT) System for Award Management. A consolidated monthly invoice is required, submitted for payment within 15 calendar days of the month's completion.

The government will award to the responsible offeror whose offer, conforming to the solicitation, will be considered to be the most advantageous to the government, with past performance and price considered, with prices being rated higher than past performance.

An active and valid UEI with no exclusions is required to be eligible for award. Offerors must complete their representations and certifications, such as System for Award Management (SAM).

The proposal submission deadline is April 6, 2026.

Payment models include population-based payment (PBP) and a shared risk model for Track 2. Supplemental incentive structure payments are contingent on overall program savings. The total amount paid to each ihp will be based on the number of attributed members and an average base rate for each individual attributed to the ihp.

Proposals will be evaluated on best value, considering sustainability, ability to participate, and additional material or discussions. A minimum score of 60 out of 100 is required in Phase II. The evaluation team will make its recommendation based on the abovedescribed evaluation process.

Responders must pass a required statements review (Phase I) and achieve a minimum score of 60 out of 100 in the evaluation of technical requirements (Phase II). Responders must pass each of the requirements identified in section 3 to move to phase ii.

The delivery date for the first item is June 30, 2026, and for the second item is April 3, 2026.

The bid notice requires contractors to be registered in the System for Award Management (SAM) prior to submitting an invoice and through final payment. Offerors shall identify the Original Equipment Manufacturer (OEM), brand name, and manufacturer part number, and country of origin. When applicable, proof of OEM authorization or authorized distribution may be required to ensure product authenticity, warranty validity, and supply chain traceability.

Quotations that fail to provide all required information or that take exception to solicitation terms and conditions may be deemed non responsive and excluded from consideration. Failure to accept the government's purchase order at the quoted price may result in the quotation being determined non responsive.
