School Year Government Bids & RFPs

The bid packets may be submitted up to but no later than Thursday, April 9, 2026, at 1:30 p. m. for consideration.

Payment for services by the contractor shall be made within thirty (30) calendar days from receipt of invoice. Invoices shall be submitted by contractor only after services have been rendered and must reference the respective district purchase order number.

Alvin ISD shall evaluate respondents and award on the basis of demonstrated competence and proposal to perform the services, fair and reasonable price, and contracted fees under the contract may not exceed any maximum provided by law.

Once a vendor has submitted a proposal, and the proposal has been approved by the board, they are considered a qualified vendor. Additional submissions will not be accepted unless there is a change in pricing or there have been changes or additions in bid categories a vendor can offer to the district.

The document mentions that noncompliance by a contractor entity/individual with the certification may result in denial of entering any of the facilities or properties of the district and possible contract termination. It also states that failure to comply with HB **** will result in the vendor packet being suspended from processing and no business can be conducted with the company until compliance has been provided.

The district may conduct onsite visits, as needed, with no prior notification to provider, to ensure that all specifications and conditions, set forth in this proposal are adhered to.

The contract term is for fiscal year 2027, from July 1, 2026, to June 30, 2027, with possible extensions for up to 1 fiscal year.

Invoices are expected within 30 days of service request completion and must be submitted to CCS accounts payable as instructed on the purchase order.

For general repairs, vendors must have 2 or more commercial service technicians with 3 years of experience each. For advanced repairs, vendors must have 2 or more service technicians with evidence of training and at least 3 years of commercial chiller system experience or VRF experience.

If the 3-hour service response window for Priority 1 is exceeded, the vendor shall credit the district **** per hour. If the 2-business day service response window for Priority 2 is exceeded, the vendor shall credit the district **** per hour.

All vendor questions must be submitted through Public Purchase by April 17, 2026.

The bid proposal must be submitted on or before 2:00 PM Thursday, April 23, 2026. The contract to furnish the supplies will be awarded to the responsible bidder whose bid, conforming to these instructions, will be most advantageous to Council Rock School District, price and other factors considered. The successful bidder agrees to furnish all of the items upon which the prices are quoted, at the set price opposite each item, delivered to the building which will be designated on the award of bid and purchase orders, with the time specified. The school district will accept deliveries of supplies during the weekdays, Monday through Friday, between the hours of 8:00 AM and 3:00 PM. No deliveries shall be made on Saturdays or Sundays. The Council Rock School District will expect delivery of air filters three 3 times during the year by carton each carton to contain 12 air filters of the same size and type unless noted otherwise.

Invoices will be submitted to Council Rock School District, 30 North Chancellor Street, Newtown, PA **** based on the unit price. Invoices must be submitted by the 25th of each month to be paid following approval by the Board of School Directors at their monthly meeting normally the third Thursday of each month.

The contract to furnish the supplies will be awarded to the responsible bidder whose bid, conforming to these instructions, will be most advantageous to Council Rock School District, price and other factors considered.

Bids must be signed by an authorized officer or agent of the bidding company together with proof of corporate authority and corporate seal affixed to the last page of the bid. The noncollusion affidavit must be executed by the member, officer or employee of the bidder who makes the final decision on prices and the amount quoted in the bid.

The bidder, at his own expense must remove and replace any article so rejected by the board.

When applicable, bidders are expected to inspect the site and become familiar with the specifications, all measurements and other documents that would form part of the contract and requirements as necessary to satisfy themselves in regard to the character and amount of work required.

Where samples for specific items are required with the bid, these items are stipulated on the pages of the detailed specifications. If further sampling is deemed necessary, the bidder will be required to furnish the sample upon request. All samples must be plainly marked with the name of the bidder and the item number the sample represents. The bidder must prepay all charges for transportation for such samples, including drayage.
