The Fairbanks North Star Borough is soliciting bids for transfer site gate services. The contractor will be responsible for opening and closing gates at selected transfer sites daily, between 10:00 PM and 11:00 PM for closure, and between 5:30 AM and 6:00 AM for opening. Bids are due July 9, 2026. Questions are due July 2, 2026. Submissions and questions should be directed to bidnetdirect. com. Penalties will be applied for failure to open, close, or properly secure gates within the specified timeframes.
The contract duties are expected to begin July 1, 2026, and end by June 30, 2027. The contractor will be provided a minimum of 48 hours notice for changes to closure hours.
Invoices must be approved by the FNSB project manager prior to payment. FNSB shall make payment within 30 days of approval. The borough shall make payment within 30 days.
The bidder warrants all articles, materials, and equipment supplied under a contract will conform to specifications, be fit for the specified use, be of merchantable quality, and be free from defects. The bidder must be a qualified person/company to operate and facilitate the opening and closure of various transfer sites daily. The low bidder must be the manufacturer or provide evidence of authorization to sell the product and pass the manufacturer's warranty.

Bidder protests must be submitted in writing prior to the bid opening, unless the aggrieved person did not know and should not have known of the facts prior to bid opening. If the latter, protests must be submitted within five calendar days after such knowledge. Bids may be rejected if the bidder is not in a position to perform, the bid is not signed, bid bonds or surety deposits are not furnished, the required bid form is not used, descriptive literature is not provided, or the bidder fails to qualify as a responsible and responsive bidder.
