This is a Request for Information (RFI) and Sources Sought (SS) from the Office of Naval Research (ONR) for SSPA Support Services (Code 011). The ONR coordinates, executes, and promotes the science and technology programs of the U. S. Navy and Marine Corps. This RFI seeks information on market capability for providing technical, program management, and financial analyst support across the full range of ONR Code 03 responsibilities. This includes support for strategic planning, management of ongoing programs, technical reviews, technology wargaming, innovation outreach, and communications. The contractor will provide comprehensive management, technical, program, and executive support to government managers of the ONR Science and Technology (S&T) portfolio. Required tasks include programmatic and technical support, financial management support, analysis and decision support, information and communication support, and logistics and administrative support. The government plans to award one task order around December 3, 2026, for eight Full-Time Equivalents (FTEs), with an option for an additional three FTEs. The contract period of performance is estimated to be 60 months (5 years). The North American Industry Classification System (NAICS) code is **** with a size standard of $25. 5M. The Product Service Code (PSC) is R408. The government intends to award a firm fixed-price level of effort for labor and cost reimbursement for other direct costs. A DD Form 254 at the secret level is anticipated. An Organizational Conflict of Interest (OCI) exists when a contractor performs both Systems Engineering and Technical Assistance (SETA) or other support services and Research and Development (R&D) work for ONR. Responses are due by 12:00 PM local time, Washington D. C. on March 24, 2026. Responses should include a cover page, contractor comments/edits/recommendations to the draft Performance Work Statement (PWS) and draft CDRLs, and address specific questions regarding small business impact, experience with similar programs, labor sourcing and pricing, facility clearance, commercial solutions, and compliance with various government systems.
