The contractor shall ensure that the manufacturer or authorized representative performs repair work on equipment under warranty/recall programs. The contractor shall report any difficulty in enforcing manufacturers warranties/recall programs to the KO or designated representative, and request assistance.

The contractor shall provide a project manager with at least five years of directly related experience to laundry and dry cleaning. The alternate project manager shall have at least three years of directly related experience. Both must be capable of reading, writing, speaking, and understanding English fluently and be physically located at West Point during all production hours.

The KO may require the contractor to remove any employee for reasons of misconduct, security, or being under the influence of alcohol or drugs. Contractor employees are subject to dismissal from the premises if deemed in the best interest of the government. The installation commander has the authority to bar individuals from the installation.

Any items found to have been unsatisfactorily cleaned shall be rejected and returned for refund. Damage to government property must be repaired or replaced at the contractor's expense.

Plants in which the work is done shall be open to inspection of sanitary conditions by government representatives.

The contractor must provide a written contingency plan indicating that services can be continued in the event of equipment, production facility, or transportation vehicle failure.

Offerors must be Indian Small Business Economic Enterprises (ISBEE) and remain eligible throughout contract performance. They must submit a completed IHS Indian Economic Enterprise Representation Form.

Offers not meeting the ISBEE and small business size standard criteria will be rejected. Failure to remain eligible as an Indian Economic Enterprise at the time of quotation, award, and throughout performance can lead to disqualification.

The base period will begin from the date of award. Each option period, if exercised, will continue for 12 months following the prior performance period.

The government intends to award a contract to a qualified vendor deemed responsive responsible in accordance with the federal acquisition regulation FAR part 12, whose quote conforms to all the RFQs requirements and is determined to represent the best value to the government. A best value to the government under FAR part 13 allows the contracting officer broad discretion to evaluate offers based on price and non priced factors.
