This bid solicitation is issued by the Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Office of Information Technology (OIT). The purpose is to solicit quotes for telecommunications equipment and services, including certain hosted services. Quotes must be submitted electronically through the NJSTART system. The bid opening date has been extended to January 8, 2026. The contract term is for four years with a possible two-year extension. The state intends to extend the contracts awarded to the states intrastate cooperative purchasing participants. Bidders must submit various forms and certifications. The state will evaluate quotes based on technical and price criteria. The state reserves the right to reject any or all quotes. The state will invoke reciprocal action against out-of-state bidders with preference practices. The state will require electronic payments. The contractor must remit a procurement efficiency program fee of 1% of all purchases to Periscope. The contractor must provide a comprehensive price list/catalog. The state owns all data and intellectual property. The contractor must comply with data security requirements. The contractor shall provide a warranty for equipment and services. The contractor must provide customer support services. The contractor must provide a project plan. The contractor must adhere to equipment delivery requirements. The contractor must provide a comprehensive price list/catalog. The state will not pay late fees or interest on inaccurate invoices. The contractor shall provide initial billing in the billing period immediately following the service installation date, for all monthly billed services.
The contractor must adhere to the following equipment delivery requirements: all deliveries are to be fob destination, including inside delivery, if applicable.
The contractor shall comply with the following billing and payment instructions: he contractor shall provide a designated billing representative to address all billing related issues and questions.
Warranty for IP PBX systems and standalone session border controllers, voice gateways, audio conferencing and voicemail systems shall include 24 x 7 coverage for a minimum period of one 1 year to begin after acceptance. Acceptance will occur after the equipment is installed and is in good working order as determined by the using agency.
The following evaluation criteria categories, not necessarily listed in order of significance, will be used to evaluate quotes received in response to this bid solicitation. The evaluation criteria categories may be used to develop more detailed evaluation criteria to be used in the evaluation process.
The bidder should include information relating to its organization, personnel, and experience, including, but not limited to, references, together with contact names and telephone numbers, evidencing the bidders qualifications, and capabilities to perform the services required by this bid solicitation.
