The bid is for CTE construction tools equipment for New Castle County VoTech School District. Bids must be submitted by January 28, 2026, at 10:00 AM local time. The contract period is for one year, with the possibility of three one-year extensions. Prices must remain firm for the contract term and be quoted in U. S. dollars. The bid bond requirement has been waived. The performance bond requirement has been waived. The successful bidder must provide proof of Delaware business licensure or initiate the application process. The state reserves the right to advertise a supplemental solicitation during the term of the agreement. The state reserves the right to extend this contract on a month-to-month basis for a period of up to three months. The state reserves the right to reject any or all bids in whole or in part, to make multiple awards, partial awards, award by types, item by item, or lump sum total, whichever may be most advantageous to the state of delaware, pursuant to 29 del. c. 6926. The successful bidders shall be required to extend any policy guarantee usually offered to the general public, federal, state, county, or municipal governments, on material in this contract against defective material, workmanship, and performance. The successful vendor shall be responsible for all products and services as required by this itb whether or not the vendor or its subcontractor provided final fulfillment of the order. The state of delaware wishes to create a business-friendly environment and procurement process. As such, the state respects the vendor communitys desire to protect its intellectual property, trade secrets, and confidential business information. Bids must contain sufficient information to be evaluated. If a vendor feels that they cannot submit their bid without including confidential business information, they must adhere to the following procedure or their bid may be deemed unresponsive, may not be recommended for selection, and any applicable protection for the vendors confidential business information may be lost. In order to allow the state to assess its ability to protect a vendors confidential business information, vendors will be permitted to designate appropriate portions of their bid as confidential business information. Vendors may submit portions of a bid considered to be confidential business information in a separate, sealed envelope labeled confidential business information and include the specific rfp number. The envelope must contain a letter from the vendors legal counsel describing the documents in the envelope, representing in good faith that the information in each document is not public record as defined by 29 ****, and briefly stating the reasons that each document meets the said definitions. Upon receipt of a bid accompanied by such a separate, sealed envelope, the state of delaware will open the envelope to determine whether the procedure described above has been followed. A vendors allegation as to its confidential business information shall not be binding on the state. The state shall independently determine the validity of any vendor designation as set forth in this section. Any vendor submitting a bid or using the procedures discussed herein expressly accepts the states absolute right and duty to independently assess the legal and factual validity of any information designated as confidential business information. Accordingly, vendors assume the risk that confidential business information included within a bid may enter the public domain.

The solicitation notice is for the provision and delivery of engineering equipment at the new Tulsa VA medical center. The contractor must deliver the products no earlier than June 1, 2025, and no later than August 10, 2025. All questions shall be submitted by Thursday, July 3, 11am CST, and all quotes by Monday, July 7, 11am CST. The buy America clause certificate must be filled out. The contractor must provide electronic, digital copies of the user manuals and repair manuals for each product. Rework or remedy is defined as replacing a product or performing the service again until the purpose of this statement of work is achieved in full. Delivery must be coordinated with the local COR before any delivery attempts. The contractor must perform services and ensure equipment functions in accordance with local, state, and federal occupational safety and health guidelines and legislation, including OSHA, ANSI safety guidelines, local, state, and federal guidelines and legislation, as well as VA health care system directives and guidelines, relating to chemicals and usage of chemicals, to include pesticides, local, state, and federal fire and safety legislation and guidelines, to include VA health care system directives and legislation on fire and safety, as well as the latest published edition of NFPA 99 health care facilities code, local and state environmental laws as well as EPA regulations, federal insecticide, fungicide and rodenticide act FIFRA, involving pesticide use and other pest control procedures. Each VA medical center has policies that are updated from time to time. The COR can provide more detailed information to the contractor of these upon commencement of the contract and throughout the term of the contract, as needed, especially policies regarding, parking, possession of weapons, cell phone use and photography as well as smoking on VA property. Violations of such policies may result in individual fines or citation answerable in the United States federal district court.

The Eastern Oklahoma VA Health Care System (eovahcs) is renovating a facility to become the new Tulsa VA Medical Center (VAMC). They require new tool carts, tools, welding equipment, and pipe threading equipment for engineering services. A Statement of Work (SOW) is attached. This is for market research only.
