Bids will be received until 11:00 a. m. on July 1, 2026. Bid documents will be available after 5:00 p. m. on June 17, 2026. The contract term is from August 1, 2026, to July 31, 2031. The bid opening date: july 1, 2026

All bidders shall be required to have a minimum of five years of experience in process serving in volumes similar to that required by the county and the OCSS. Failure to submit bid security in the required manner may cause the bid to be rejected. Bids will not be accepted from entities that have not registered and downloaded bid documents from the Empire State Purchasing Group website. failure to submitin this manner may cause the bid to be rejected. in order to ensure that county bid documents have not beenaltered in any way, the county will not accept bids from personsor business entities that have not followed this requirement.

Proposals must be submitted by July 10, 2026, at 12:30 PM. Proposals received after the scheduled due date and time will not be considered.

Payment for goods and services will be processed within 30 days of receipt of a valid invoice. Payment for goods services arising out of the contract resulting from this solicitation and received by the city shall be processed within 30 days of receipt of a valid invoice.

The successful offeror warrants that its staff is knowledgeable and experienced and will use best skill and attention to provide the work professionally and timely. By signing its proposal, the successful offerors shall be deemed to have represented that its staff is knowledgeable about and experienced in performing the work required in this solicitation and warrants that it shall use best skill and attention to provide the above described work in a professional, timely manner.

Proposals will be evaluated based on compatibility of mission, management expertise, proposal for management services and budget, financial strength, track record of community engagement, and the proposed approach for year 1 redesign planning.

Offerors must be qualified individuals, businesses, or agencies with demonstrated experience in youth development, community outreach, and program management. References for at least 4 municipal projects in the past year are required.

Disqualification may occur for reasons such as collusion, litigation against the city, arrears on contracts, or failure to perform. Violations of program rules may result in temporary or permanent suspension.

Respondents contacting city employees or officials outside of designated procurement staff may be disqualified. Unauthorized communications are considered unofficial and nonbinding.

Proposals are due by 3:00 PM Central Time on July 10, 2026.

The State of Iowa is allowed sixty (60) days to pay an invoice submitted by a vendor. The State of Iowa's purchasing card (PCard) and ePayable solution (eAP) are preferred payment methods.

The contract will be awarded to the responsible respondent whose responsive proposal the IJB believes will provide the best value to the state.

All staff providing MST therapy services must be master's prepared clinical degreed professionals and clinically licensed in Iowa, supervised by a master's prepared clinician with specific therapy training. Respondents must also be licensed by MST Services (MUSC) or have a plan and timeline for licensure.

Appeals of the notice of intent to award need to be received in the office of the State Court Administrator within 5 calendar days following the posting of the notice of intent to award a contract.

Proposals may be rejected for reasons including late submission, failure to comply with mandatory specifications, altering material specifications, unauthorized contact with state employees, or providing misleading or inaccurate responses.
