Proposals must be submitted electronically via Bidlocker no later than Monday, July 6, 2026, at 2:00 PM local time.

Proposals will be evaluated based on a best value assessment, with an emphasis on the quality of the proposed task descriptions, assumptions, deliverables, staffing approach, and overall alignment with the city's project objectives.

Proposers must demonstrate proven ability to deliver comparable projects (35 points), ability to align design with funding realities (25 points), stakeholder and public engagement approach (22 points), and supporting achieving a diversified team (3 points).

Consultants may visit the project site independently between Wednesday, June 17, 2026, and Friday, June 19, 2026, from 8:00 a. m. to 5:00 p. m. Site visits are optional and will not be facilitated by city staff.

Protests related to the solicitation must be received no more than seven calendar days after issuance of the RFP. Protests of the award must be made within seven calendar days after the city issues its notice of intent to award.

The city may reject any proposal not in compliance with all prescribed public proposal procedures and requirements. Late proposals will not be accepted.

The estimated cost of the required professional services is $1. 5M.

The procurement seeks a qualified firm to develop the streetscape plan.

SF 330s are due by close of business on 26 June 2026.

Payment will be made in accordance with contract clause entitled Payment.

Pre-selection will be based on specialized experience and technical competence, followed by past performance, project schedules, and current workload as tie-breakers.

Firms must demonstrate worldwide bridge and waterfront facilities inspection experience, capability in bridge and waterfront facility analysis and design, and an established team including a qualified bridge inspection team lead.

The architect-engineer shall make visits to the sites of work as necessary to accomplish the required services under specific task orders, except as may be otherwise specifically provided in the specific task order.

The cumulative total of task orders issued over the life of the MATOC shall not exceed $36. 0 million.

The basis of award is to award to the offerors whose proposals, conforming to the request for proposal RFP, provides the best value to the government, considering both price and technical factors.

To be eligible for contract award, a firm must be registered with the System for Award Management SAM database.

The estimated aggregate maximum dollar value, including the base period and option period, is 5 billion.
