The Town of Old Saybrook is seeking proposals for master plan development for a new waterfront park. The project involves landscape architecture, urban design, community planning, and environmental planning. Proposals are due July 1, 2026. A pre-proposal briefing and site tour will be held on June 23, 2026. The selected consultant will be engaged for both Phase One (master plan) and potentially Phase Two (construction). Key evaluation criteria include proposal quality, experience, staff skills, project approach, and knowledge of Connecticut laws. Faxed or electronic proposals will not be accepted.
Proposals shall be submitted no later than 2:30 p. m. on Wednesday, July 1, 2026. Proposals submitted after that date and time will be rejected.
The town will compile a final ranking and determine the most advantageous overall proposal, taking into consideration price and the other evaluation factors including the written proposals and the interviews. Consultants shall submit an original proposal and seven 7 copies plus an electronic copy on a usb flashdrive. At a minimum, the following information should be provided: name, location, size and type of firms, and years in business for all consultants including all subcontractors names and registration numbers of all partners, officers, directors and owners names and resumes of all key persons who will be directly involved with this project and identify the prime consultant. A pre-proposal briefing will be held on June 23, 2026 at 12:00 pm at the Duffy Pavilion, 155 College Street, Old Saybrook. All interested qualified proposers are encouraged to attend the briefing. This will also be an opportunity to tour the site to be developed.
Any proposal that does not include all of the above information may be rejected as nonresponsive and may not be afforded a complete review by the evaluation committee.
