The City of Tualatin is seeking proposals for design, community engagement, permitting, and construction support services for the Riverfront Park Project. Proposals must be submitted electronically via Bidlocker no later than Monday, July 6, 2026, at 2:00 PM local time.
Proposals will be evaluated based on a best value assessment, with an emphasis on the quality of the proposed task descriptions, assumptions, deliverables, staffing approach, and overall alignment with the city's project objectives.
Proposers must demonstrate proven ability to deliver comparable projects (35 points), ability to align design with funding realities (25 points), stakeholder and public engagement approach (22 points), and supporting achieving a diversified team (3 points).
Consultants may visit the project site independently between Wednesday, June 17, 2026, and Friday, June 19, 2026, from 8:00 a. m. to 5:00 p. m. Site visits are optional and will not be facilitated by city staff.
Protests related to the solicitation must be received no more than seven calendar days after issuance of the RFP. Protests of the award must be made within seven calendar days after the city issues its notice of intent to award.
The city may reject any proposal not in compliance with all prescribed public proposal procedures and requirements. Late proposals will not be accepted.
