Proposals are sought from qualified vendors.

Work must be completed within 60 days of request from the department.

The MOA standard payment terms are net 30. Bidders may offer discounts for prompt payment, with a minimum acceptable of 1% and net 15 days.

All items must come with manufacturers warranty, if supplied by the manufacturer.

Award will be made to the lowest responsive and responsible bidders in accordance with anchorage municipal code sections ****, ****, ****, and ****, with preference to local bidders applied in accordance with section ****. Evaluation for determining the lowest bid will be made in the aggregate.

Contractor must have 5 or more years of experience servicing end stops. Background checks are required for all employees requiring onsite access.

A site walkthrough is mandatory prior to bidding. It is scheduled for 10 am Monday June 29th at **** Birchwood Spur Road, Chugiak, AK ****.

Failure to attend the mandatory site visit will make bids ineligible for award. Failure to acknowledge addenda may result in bid being considered non-responsive. Bids not in compliance with requirements may be declared non-responsive.

The LVMPD's standard payment terms are net 30 days after receipt of a correct invoice. If a bidder wishes to offer discount terms of payment, they should provide them. The lvmpd's standard payment terms are net 30 days after receipt of a correct invoice.

Bidders must be qualified and provide proof of equality for any or equal products offered, satisfactory to the LVMPD. lvmpd is seeking bids from qualified bidders for the purchase of level iii ballistic rifle shields.

Sample submission is required, specifically test results from an NIJ independent laboratory confirming the shield's resistance to M193 . 223 rounds. Testing: testing results required to confirm shield is resistant to **** rounds performed by a nij independent lab must show shield has passed testing.

Bids may be rejected if not submitted in accordance with the most updated solicitation or if adequate information to determine the equality of an offered product is not provided within 24 hours of request. if its bidproposal is not made in accordance with the most updated solicitation that its bidproposal may be rejected.

The delivery date is by 09/30/2026. Revised quotes are due no later than Tuesday, June 23, 2026.

The vendor will include a 3year bumper to bumper warranty on chassis and include a 3year parts warranty. During the same period, the vendor must provide maintenance on power train, chassis and the body of the barv.

The resulting contract shall be awarded to the offeror who provides the best value to the government and also technical capability. Technical capability will be more important than price.

Vendors must be able to demonstrate that they can meet the standards as set forth, based on their current production of BARVs that either meets or exceeds the requirements as indicated in attachment A at the time the quote is submitted. Vendors who submit quotes based on conceptual vehicles or mechanical drawings of vehicles not already in production will not be considered.

The government will evaluate offerors proposal submissions based on best value and the following evaluation factors, listed in descending order of importance: o factor 1 technical approach capability and prior relevant experience o factor 2 management approach including capability of proposed key personnel o factor 3 past performance o factor 4 price when combined technical factors 1 3 are equal in weight to price.

Vendors submitting quotes to this requirement must be actively registered in the System for Award Management SAM to participate.

Quotes received from vendors that are not currently registered will be rejected.
