Proposals must be received by August 31, 2026, at 12:00 PM at the Scituate School Department Administration Office.

Payments for all services are typically made within thirty (30) days of the invoice being submitted to the school department. Monthly bills must be submitted in the form and manner prescribed by the business office.

The contract will be awarded to the vendor who, in the sole opinion of the School Department, will best serve the needs of the School Department for specialized services for students, based on a qualification-based selection process.

Vendors must demonstrate competency by having no defaults on contracts in the last three years, receiving favorable ratings from references, meeting requested specifications, being registered in Rhode Island, holding applicable permits and licenses, having the ability and experience in providing special education student services, having available staff, and employing duly licensed and trained specialists.

Any proposal may be withdrawn by the vendor by written notice received by the School Department prior to the time scheduled for the opening of such proposals.

Proposals that are not according to the prescribed form, incomplete, not properly signed, or otherwise contrary to instructions will be rejected. Negligence in preparing the proposal confers no rights for withdrawal after opening.

Responses must be received via email no later than 12:00 PM Eastern Standard Time on July 22, 2026.

Proposals must be date stamped by the due date to be considered. The closing date for proposals is July 30, 2026.

Respondents shall provide a proposed fixed monthly fee that includes recruiting planning, candidate sourcing, vacancy management, recruitment marketing, workforce development activities, staff training and mentorship, monthly reporting, executive meetings, candidate screening and interview coordination. Placement fees may also be identified separately.

The award will be based on a maximum of 100 points, with criteria including healthcare recruitment experience (25 points), tribal and rural healthcare experience (20 points), workforce development and training plan (20 points), recruitment methodology (15 points), cost proposal (10 points), Indian preference (5 points), and TERO certification (5 points).

The contractor shall demonstrate consistent, successful experience in healthcare recruitment, rural healthcare recruitment, behavioral health recruitment, provider recruitment, and workforce development. Preference will be given to contractors with experience in tribal healthcare, Indian Health Services 638 healthcare programs, federally qualified health centers, and rural and frontier healthcare systems.

The firm certifies that it and its principals are not presently debarred, suspended, proposed for debarment, or declared ineligible for award of contracts by any federal agency or tribal government. A false certification may render the maker subject to prosecution under 18 ****.

Quotations are due by Thursday, July 16, 2026, by 2 PM EST.

The government will fund the first six months of the base period at award, with the remaining six months funded via modification when funds become available. Payments are predicated on compliance with contract requirements.

Award will be made to the offeror representing the best value to the government, considering technical capability, past performance, and price. Technical capability is more important than price.

Key personnel (Center Mental Health Counselor, Drug/Alcohol Abuse Counselor, Nurse) must hold active, unrestricted licenses/certifications, have relevant experience, maintain required insurance, and agree to a criminal background check and drug testing.

Failure to comply with contract terms, including DEI certification and workforce integrity requirements, may be grounds for contract termination for default.

Protests must be filed within the timeframes specified in FAR **** encourages resolution with the contracting officer before filing an agency protest.

Submission of a knowing false statement regarding compliance or eligibility may subject the offeror to liability under the False Claims Act and criminal liability. Failure to comply with DEI certification or workforce integrity requirements may lead to contract termination.
