The contractor must have exclusive operational access to the pam teleport site and associated governmentowned antennas and existing cleared facilities and personnel capable of supporting tssci operations.

The contract was awarded in the total amount of $31,300,**** as stated in the notice.

Construction is anticipated to take place between summer 2027 and summer 2028. The schedule states anticipated construction start/finish june/july 2027/july 2028.

Selection is based on a combination of qualifications and costs that represent the best overall value to the state, with qualifications given 70 of the value of the weighted criteria and fees for the fee proposal given 30.

Minimum requirements include not previously terminated by the state for nonperformance, in the same business under the same name for the last two (2) years, and demonstrated specific contracting experience in projects of similar scope and complexity for at least two (2) projects each in excess of 5,000,000 construction cost.

A mandatory presubmission conference and site tour is scheduled for November 5, 2026, and firms preparing submittals must attend and sign-in to have their submittals accepted.

Late submittals will be rejected, as late submittals shall not be evaluated. Also, firms failing to meet the minimum required qualifications will not receive further consideration.

The estimated project cost is $8,000,000 as stated in the notice.

Proposals must be received by 10:00 a. m. , November 19, 2026. proposals must be at the office of the director of finance prior to 10 a. m. , november 19, 2026.

Payment is made upon completion and acceptance of work. the town will pay the contractor the sum of dollars upon the completion by the contractor of all work required to be performed under the terms of the contract documents and acceptance of the work by the town.

Contractor must guarantee work for one year. the contractor shall guarantee all materials and equipment furnished and work performed for a period of one (1) year from the date of substantial completion.

The town will award to the lowest responsible consultant. the town at its discretion will award the proposal to the lowest responsible consultant.

Consultant must have completed a minimum of five similar projects. the consultant is required to have completed a minimum of five (5) similar projects as a demonstration of competency and experience for the project proposed herein.

An optional pre-proposal conference is scheduled. an optional preproposal conference will be held at the eno memorial hall, 754 hopmeadow st. , simsbury at 10am on thursday, november 3, 2026.

Questions must be received at least five business days before proposals are due. to receive consideration, such questions must be received at least five (5) business days before the established date for receipt of proposals.

Proposals are deemed final once opened. once the first proposal is opened, all proposals are deemed final and no corrections or alterations may be made.
