Qualifications will be evaluated based on experience and qualifications (20 points), financial capacity (20 points), key business terms (20 points), technical competence of the development team (15 points), past and current portfolio (15 points), and MWBE/Section 3 employment and contracting plan (10 points).

Offerors must provide evidence of experience in developing affordable housing, including financial proformas, budgets, site plans, and layered financing. They must also demonstrate experience with housing authorities, lenders, investors, and HUD regulations. A development team including a general contractor, architect, and management agent is required.

Submissions that are incomplete, nonresponsive, or fail to demonstrate the necessary qualifications may be rejected. Failure to use best efforts to comply with MWBE requirements may constitute a breach of contract and subject the contract to termination.

Consideration to be provided by the lessee to DA for the eul will be in kind, cash, or a combination thereof in an amount that is not less than the fair market value of the lease interest as determined by an appraisal to be completed by DA.

The DA may elect to award one or more EULs pursuant to this RFP. The DA may make award to an offeror who submits a proposal that is not the proposal that would provide DA with the highest value in terms of consideration to be paid under the EUL.
