This is a Request for Information (RFI) for the replacement and expansion of the nurse call system at the Washington DC VA Medical Center. The contractor will be required to deliver the system within 90 days from contract award. An OEM authorization letter from the manufacturer is mandatory for all responses; failure to provide this will result in disqualification. The Buy American Certificate must also be completed. The government is conducting market research to identify responsible sources and determine the best acquisition strategy. Responses are due by April 16, 2026, at 3:00 PM EST. The contractor shall deliver the required commodities no later than 90 days or less from the date of the award, otherwise directed by the contracting officer. Delivery is required within 90 days from award of the contract.
The bid notice states that the contractor shall submit a consolidated invoice monthly in arrears of the month for which services are being billed. The VA uses an electronic invoice presentment and payment system (IPPS) through a third-party contractor, Tungsten.
All items must be covered by manufacturer's warranty and procured through a manufacturer-approved distribution channel. A workmanship warranty for a minimum of 3 years shall be included, and a manufacturer parts warranty for a minimum of 1 year shall be included.
The government will evaluate offers based on required features per the Statement of Work (SOW), OEM authorization/distributor letter, past performance, delivery lead times, completed Buy American Certificate, and price.
To qualify, vendors must provide an OEM authorization letter, complete the Buy American Certificate, answer all questions from 1 to 14, be registered in SAM. gov, and for SDVOSB and VOSB categories, be verified in the SBA website.
The bid notice states that if the vendor does not provide the OEM letter, they will be considered nonresponsive and disqualified at the time the RFI will close. Similarly, if the vendor does not provide answers to all questions 1-14, they will be considered nonresponsive and disqualified.
The bid notice mentions that on-site visits shall be scheduled in advance with the designated on-site POC, and contractors shall check in and out with biomedical engineering prior to visiting the worksite for each day of work. It does not explicitly state if a site visit is mandatory or optional for all bidders.
