The Interurban Transit Partnership (ITP), operating as The Rapid, is seeking proposals for a public engagement and education program for a proposed property millage ballot initiative. The program aims to educate the public about the initiative, develop strategic communications, and create consistent messaging. Services may include strategic communications planning, research and messaging, logo and branding, material production, digital engagement, media planning, community partnerships, and reporting. Proposals are due July 2, 2026, and all submissions will be processed through the Michigan Intergovernmental Trade Network (MITN). The contract will be awarded based on the most responsive proposal, considering qualifications, project team, financial proposal, and past performance.
Proposals are due by Thursday, July 2, 2026, at 2:00 p. m. ET. The anticipated project duration is approximately 6-9 weeks from the notice to proceed.
ITP will make payment within thirty (30) days after delivery and final acceptance of the project. Invoices may be submitted prior to or upon delivery.
Proposals will be evaluated based on responsiveness to ITP's project requirements, qualifications of the proposed project team, financial proposal and project schedule, and respondent's qualifications, past performance, and company experience.
Firms must demonstrate expertise in public outreach and education services, capacity to complete the project within the stated timeline and budget, strong presentation and communication skills, and experience with Michigan election law and FOIA requests.
Requests for approved equals, clarification of specifications, and protest of specifications must be received in writing not less than nine (9) working days before the date of the scheduled bid opening or closing date for receipt of proposals.
Proposals may be rejected if they do not comply with all terms and conditions of the solicitation, or if they contain unapproved deviations, exceptions, substitutions, alternates, or conditional qualifications.
